A farewell message from Mayor Wheeler

As my time as your Mayor comes to a close, I find myself reflecting not only on the challenges we’ve faced together but also on the extraordinary opportunities that lie ahead for Portland. These past eight years have been defined by resilience, innovation, and a shared commitment to building a better city. Now, as Portland transitions to new leadership and a new form of government, I want to leave you with a message of hope and optimism: Stay the course. 

Portland is a city like no other, defined by its creativity, determination, and community spirit. We’ve faced challenges that tested us in ways we couldn’t have imagined—a global pandemic, economic uncertainty, and crises on our streets. Yet through it all, we have risen to meet these moments with bold solutions, collaborative partnerships, and an unwavering focus on the future. 

The work we’ve done has laid a strong foundation. Programs like Portland Solutions, the Public Environment Management Office, and Portland Street Response have demonstrated what is possible when we lead with compassion and innovation. These efforts, coupled with a historic transition to a district-based government, position Portland to address our most pressing needs with clarity, accountability, and equity. 

To Mayor-elect Keith Wilson and the incoming City Council, my advice is simple: Embrace the boldness that defines Portland, but don’t lose sight of the momentum we’ve built. Stay focused on the systems and programs that are already making a difference. From public safety to homelessness, the tools are in place—you just need to see them through. 

Public safety will remain at the forefront of Portland’s progress. Over the past two years, we’ve rebuilt capacity within the Portland Police Bureau, adding over 200 sworn officers and introducing innovative programs like the Public Safety Support Specialist Program. These initiatives have contributed to meaningful progress: auto theft is down nearly 50% over the past three years, vandalism has dropped by 40%, and total shooting incidents are down over 30%. This progress must continue, with a focus on building trust and ensuring safety in every neighborhood. 

Homelessness remains the defining issue of this generation. For the first time, Portland operates nearly 900 shelter units, all part of the Portland Solutions initiative, which includes the City Shelters Program, the Street Services Coordination Center, and the City Outreach Team. These programs have provided thousands of people with shelter, services, and pathways to housing. The task now is to double down on these efforts, ensuring they remain strong, compassionate, and accessible to those who need them most. 

Livability is the cornerstone of a thriving city, and Portland is no exception. Programs like PEMO have removed over 900,000 square feet of graffiti, revitalized public spaces, and restored landmarks like the Chinatown Gate. These efforts are not just about aesthetics—they are about pride, community, and creating spaces where Portlanders can connect and thrive. 

Economic growth will be the engine that drives this work forward. Initiatives like Prosper Portland’s Advance Portland strategy, along with transformative projects like the Broadway Corridor, Albina Vision Trust, and the James Beard Public Market, represent opportunities to build a more equitable and vibrant Portland. These investments will create jobs, housing, and opportunities that benefit all of us. 

To the people of Portland: You are this city’s greatest strength. Your creativity, resilience, and determination will continue to guide Portland through its next chapter. Believe in this city, stay engaged, and hold leadership accountable to the bold vision we share. Portland’s best days are not behind us; they are ahead. 

As I leave office, I am filled with hope. I’ve seen what we can achieve when we work together. Let’s stay the course, support each other, and ensure that the Portland we know and love continues to grow, thrive, and evolve.
