On March 13, 2020, the Portland Police Association (PPA) and City of Portland met for their third bargaining session, which was hosted by the PPA. The PPA welcomed the City’s additional two bargaining team members, Kristin Dennis (Mayor’s Chief of Staff) and Karly Edwards (Commissioner Hardesty’s Chief of Staff). The parties continued their discussion on ground rules for bargaining, including presentation of proposals, bargaining participation, and release of information. The parties reached agreement on ground rules, which are attached. The next bargaining session, which will be hosted by the City and open to the public, is currently scheduled for April 27, 2020; however, due to the current COVID-19 emergency, the date may change.
