Letter of Testimony from Portland City Council to State Lawmakers

Please find attached a letter of testimony from Portland City Council urging State lawmakers to extend safety nets and supports to protect Oregonians through the COVID-19 public health and economic crises during the Oregon Legislature’s Third Special Session of 2020 on Monday, Dec. 21. The letter, focusing on the passage of LC 10, LC 18 and LC 28, was submitted Thursday, Dec. 17, 2020.

  • LC 10 – provides support to restaurants during the declared emergency and six-months after by allowing cocktails to go and limiting fees third-party delivery services may charge to restaurants
  • LC 18 – extends the residential eviction moratorium until June 30, 2021 and creates a $200M grant fund for landlords to receive 80% of unpaid rent in exchange for agreement to forgive 20% outstanding unpaid rent
  • LC 28 – appropriates $600M in funds to the Joint Emergency Board ($400M for COVID-19 public health emergency, $100M for wildfire response and recovery, and $100M for general purposes)
