Mayor Ted Wheeler Introduces Nine Notable Items in City Council Today
This week’s agenda includes affordable housing and a Latinx Heritage Month proclamation.

Item 1072: Affordable Housing
This ordinance will finance $4 million for construction for the Magnolia 2 Apartments, located at 415 NE Fargo St. The building will include 50 units serving individuals and families with incomes at or below 60% of area median income ("AMI"). Six units will be affordable at 30% AMI. Three of these units will be reserved for permanent supportive housing, which is deeply affordable housing with supportive services attached.
Item 1073: Affordable Housing
This ordinance will finance $3,213,319 for the redevelopment of the Oak Leaf Mobile Home Park located at 4552 and 4556 NE Killingsworth St. Rents for the 22 units will be restricted at 60% median family income ("MFI") or below. However, rents charged to residents may not increase for twelve months post-rehabilitation. While the regulated rents will be restricted at or below 60% MFI, the current residents have incomes closer to 30% MFI.
Item 1077: Home Repair Services for Low-Income Individuals and Families
This ordinance will increase compensation in the amount of $200,000 for a subrecipient contract with Community Energy Project, to provide home repair service for low-income homeowners in the Johnson Creek floodplain.
The ordinance will fund home repair services to 30 low-income households within the Johnson Creek floodplain in the Lents Urban Renewal Area, to further stabilize and prevent the displacement of low-income individuals and families in the event of a flood.
Item 1081-1082: Public Safety Grant
This ordinance will accept a $105,060 grant and designate $35,000 for next year’s budget, as well as authorize an agreement with Multnomah County for the Domestic Violence Enhanced Response Team to be partially reimbursed for a Police Bureau sergeant through September 30, 2020.
The grant comes from Multnomah County Family Violence Coordinating Council partners, who applied to the Department of Justice (DOJ) Office on Violence Against Women (OVW) FY17 Grants to Encourage Arrest Policies and Enforcement of Protection Orders (GTEAP) program for $750,000 for the Domestic Violence Enhanced Response Team (OVERT) program. The OVW's Improving Criminal Justice Responses Program is designed to encourage partnerships between government agencies, victim service providers, coalitions, and rape crisis centers, to ensure that sexual assault, domestic violence, dating violence, and stalking are treated as serious violations of criminal law.
Item 1083: Social Services for Homeless Adult Chronic Arrestees
This ordinance will increase the amount of funding for Central City Concern by $375,742 to provide treatment, transitional housing and follow-up retention support services to chemically-dependent, homeless adult chronic arrestees.
Item 1087: Affordable Housing
This ordinance will approve the Multiple-Unit Limited Tax Exemption Program (MULTE) for 26th & Upshur Apartments, located at 2590 NW Upshur St. The project will restrict 15 percent, which is 22 units of the project's 145 units to households earning no more than 80 percent of Median Family Income ("MFI") at the time of lease-up.
Item 1088: Affordable Housing
This ordinance will approve the MULTE program for Nehalem Apartments located at 1645 SE Nehalem St . The project will restrict nine units to households earning no more than 80 percent of Median Family Income ("MFI") at the time of lease-up.
Item 1090: Portland Design Commission 2017 State of the City Design Report
This item will accept a report from The Design Commission, which provides leadership and expertise on urban design and architecture and on maintaining and enhancing Portland's historical and architectural heritage.
Item 1091: Latinx Heritage Month (Introduced by Mayor Wheeler and Commissioner Fritz)
This item will proclaim September 15 to October 15 to be Latinx Heritage Month in Portland, and encourages all residents to observe this month. The proclamation will be presented in Council from 3-4, and a reception from 4-5 in City Hall.
