By joining the What Works Cities initiative, Portland gained access to tools and information on best practices in data-driven management, support and technical assistance from What Works Cities partner organizations, and connections to regional and national networks of peer cities. Portland's initial membership in the initiative built on its pioneering efforts around open data, officially launched in 2009 with the City's Open Data Ordinance.
