Portlanders who live in multifamily housing often don’t receive a bill directly from us, but pay for sewer, stormwater, and water through their landlord. If you pay for sewer, stormwater, and water through your landlord and are at risk of being evicted, we may be able to help.
This voucher, for up to $650, is available once every 12 months. Home Forward administers the voucher. To qualify, you must meet income requirements: you must be at 60 percent of Median Family Income or below.
