- The toilet replacement rebate program ended on December 31, 2025. If you have purchased an eligible toilet before December 31, 2025, please follow the steps below to get a toilet rebate. All requirements must be met to get a rebate. New toilet must have been purchased within a year of applying for a rebate.
- We are accepting applications until June 30, 2026.
- Toilets purchased after December 31, 2025, may be considered on a case-by-case basis dependent on remaining rebate funds. Contact rebates@portlandoregon.gov to ask if funds are available and how to apply.
- You must have a City of Portland sewer, stormwater, water account to get a rebate.
- If you have a Rockwood Water account, visit their rebate webpage for details.
- If you don't know who your water provider is, you can use the water provider lookup tool.
- If you own or manage apartment buildings, condominiums, other multi-family property, or commercial properties, such as businesses, hotels, restaurants, and schools, please contact rebates@portlandoregon.gov.
Why did we end the toilet replacement rebate?
We offer rebates on water-efficient fixtures to encourage customers to buy the products that save the most water. WaterSense-labeled toilets are now widely available and required by code. Because of this, we have the opportunity to use our incentive dollars differently—and help customers in new ways! Keep an eye on this page for future rebate offerings.
Step 1: Make sure your new toilet is eligible
The toilet you purchased must be WaterSense-labeled and on the EPA WaterSense approved product list. To get a rebate, you must provide a receipt showing date of purchase, toilet model or name, and toilet cost.
Residential accounts can get up to two $70 toilet rebates. Customers enrolled in the City's bill discount program are eligible for up to two toilet rebates, up to $120 rebate per toilet. Rebate will not exceed the cost of the toilet.
Step 2: Install the new toilet and recycle your old toilet
The toilet must be installed at the location associated with your water account. You must also recycle your old toilet at one of the approved recycling centers to get a rebate. Be sure to get a receipt to show proof of recycling.

Step 3: Contact us to get a rebate application
Before you apply, make sure you have the following:
- Your receipt from the purchase of the new WaterSense-labeled toilet
- Your proof of recycling your old toilet
- Your City of Portland sewer, stormwater, water account number
- Application must be received by June 30, 2026
