Toilet replacement rebate application

Replacing an older toilet is a great way to save water and money! That's why the Portland Water Bureau offers $70 toilet rebates to any eligible customer for replacing an older toilet or urinal with a WaterSense-labeled model.

The form may take up to 15 minutes to complete. Rebates can take as long as three months to appear as a credit on your bill.

Update June 2025: 

The toilet replacement rebate program will end on December 31, 2025. 

  • If you purchase an eligible toilet before December 31, 2025, you can apply for a rebate through June 30, 2026. Toilets purchased after December 31, 2025, may be considered on a case-by-case basis dependent on remaining rebate funding. Contact rebates@portlandoregon.gov to ask if funds are available and how to apply. 
  • We offer rebates on water-efficient fixtures to encourage customers to buy the products that save the most water. WaterSense-labeled toilets are now widely available and required by code. Because of this, we have the opportunity to use our incentive dollars differently—and help customers in new ways! Keep an eye on this page for future rebate offerings. 

Step 1: Select an eligible toilet

The toilet you purchase must be WaterSense-labeled and on the WaterSense approved product list. Local plumbing suppliers are familiar with the WaterSense label. Be sure to save your receipts.

Residential accounts can get up to two $70 toilet rebates. Customers enrolled in the City's bill discount program are eligible for up to a $120 rebate per toilet.

Apartment buildings, condominiums, and other multi-family properties are eligible for up to 50 toilet rebates per Portland Water Bureau drinking water account.

Commercial accounts, such as businesses, hotels, restaurants, and schools, are eligible for up to 50 toilet or urinal rebates per Portland Water Bureau drinking water account.

Step 2: Install the new toilet and recycle your old toilet

The toilet must be installed at the location associated with your water account. You must also recycle your old toilet at one of the approved recycling centers. Be sure to get a receipt to show proof of recycling. Contact recycling center for up to date recycling costs.

Step 3: Complete the rebate application and get your rebate

Applying for a toilet rebate is easy, but you'll need a few things before you start:

  • Your receipt from the purchase of the new WaterSense-labeled toilet
  • Your receipt from recycling your old toilet
  • Your City of Portland sewer, stormwater, water account number
  • Application must be received within one year of purchase
