The Water Bureau works with community partners and local plumbers to offer free water leak repair services for income-qualified homeowners in Portland. Our funding for new repairs has run out for this fiscal year (July 2022–June 2023).  We will receive more funds on July 1, 2023.

Get on the water leak repair waitlist. It usually takes about two minutes to complete the form. You will need to know your account number. Other ways to get help with your repair 

We know having a water leak is stressful! Visit our home repair resources page for a list of other organizations that may be able to help. If you find and fix your leak on your own, contact our customer service team to ask about requesting a bill adjustment

Home and plumbing repair resources

How we prioritize repairs 

We prioritize customers with the largest leaks and those who are without water due to a leak. For smaller leaks, like a faucet drip, we have very long wait times.  

We are not able to reimburse for repairs made outside of the program. 

To qualify 

Customers must meet all the following criteria to qualify for the program: 

  • Your property must be a single-family home with an active City of Portland drinking water account. 

  • You must own your home. 

  • You must live at the property and be directly responsible for paying the sewer/stormwater/water bill. 

  • You must be enrolled in the City’s financial assistance program

Repairs we may be able to help with: 

  • Toilet 

  • Faucet (kitchen, bathroom, bath) 

  • Outdoor spigot 

  • Leak in wall pipes 

  • Underground pipe leak 

  • Replacing an inefficient clothes washer 

The following leaks and repairs are not eligible for this program: 

  • Drain leaks 

  • Any sewer-related leak 

  • Leaking roofs

  • Most broken water heaters. We may be able to help if the water heater is leaking.
