We want Portlanders to know that as their financial circumstances change, they may become eligible for one of the many assistance programs we have for our customers.
Apply for financial assistance
We know many Portlanders have been struggling for months (or years) with rising costs, job loss, and other financial pressures—and the federal shutdown is making it even harder. If you're worried about your ability to pay your bill, please call us. We're doing everything we can to make sure our customers can continue to access clean, safe drinking water.
Here's how we can help:
- Income-based financial assistance in the form of bill discounts – Bill discounts are available at higher income thresholds than many people realize. And if you already receive financial assistance from another utility, you can use that information to apply for our bill discount. You must be a single-family residential customer to qualify.
- Crisis assistance – If you're facing a temporary hardship, such as a recent furlough, job loss, or medical emergency, you may be eligible for a crisis voucher (credit) of up to $500 toward your bill. To be eligible for crisis assistance, you must be a single-family residential customer enrolled in our financial assistance program.
- Payment arrangements –Regardless of your income, you can request a payment arrangement. We'll work with you to extend your due date or break your bill into multiple payments.
- Monthly statements – For some customers, monthly billing makes it easier to manage payments. Most residential customers receive bills quarterly (once every three months). If you sign up for monthly statements, you'll pay the same amount, but we'll split the total across three payments.
- Clean River Rewards – If stormwater on your property safely soaks into the ground, you may be eligible for a discount on the stormwater part of your bill.
