The Portland Water Bureau is pleased to announce the hiring of Quisha Light, who will oversee our customer service operations.

Quisha Light joined the Portland Water Bureau in March of 2022, after spending almost 11 years at Portland General Electric (PGE). At PGE, she held several roles including Manager of Product Development and Lifecycle Management at PGE, where she led a team of product developers responsible for creating new and innovative integrated grid products and programs for PGE’s customers. She also worked in the Legal, Integrated Resource Planning, and Strategy Integration departments at PGE. Prior to PGE, Quisha practiced law in Tennessee.

Known for her ability to develop and build high-performing and empowered team, Quisha works to enhance the employee experience to ensure that organizations and teams are delivering the best customer experience. She effectively utilizes her experience and skills to navigate the traditional silos that inhibit the transformational change needed to execute on organizational strategic initiatives and to deliver the seamless, “never expected that” moments for customers.

Quisha is originally a native of Tennessee, where she received her Bachelor of Arts from the University of the South (Sewanee, TN) and her Juris Doctor from the University of Memphis School of Law.  After practicing law for a few years in Tennessee, Quisha and her spouse relocated to Eugene, Oregon in 2007 and ultimately, to Portland in 2010.

Outside of work, Quisha enjoys board games with her family, a round of golf with her friends, spending time with her sorority sisters (Delta Sigma Theta Sorority, Inc.), and engaging in board service with several nonprofits (Bridges to Change, Earth Advantage, and the Beaverton Arts Foundation).
