Project overview
The Portland Water Bureau is making upgrades to the water system on North Schmeer Road to meet increased demand and be better prepared for the effects of a large earthquake. This project is one of many investments we’re making to keep Portland’s water safe.
North Schmeer Road will soon see more traffic due to an increased volume of business. A private developer made improvements to the right-of-way, including new curbs, sidewalks, and stormwater facilities. We must move and replace existing pipes, service lines, and hydrants to ensure accessibility, operability, and water quality in the area.
This project will
- Install about 1,800 feet of new earthquake-resistant pipe made from ductile iron
- Replace irrigation, residential, and fire service lines
- Install six hydrants

Happening now

The new water main (pipe) has been installed and connected to service lines. Now we will clean up the project site. Crews will:
- Permanently repave roads where holes were dug
- Pour concrete to repair curbs and sidewalks impacted by construction
- Restore vegetation that was disturbed during construction
What to expect during construction
- Construction timelines and activities may change due to weather or other scheduling needs.
- Work hours are from 6 a.m. to 3 p.m., Monday through Friday. Some night work may be required.
- Changing traffic patterns due to road closures.
- Noise from saws, excavators, dump trucks, concrete pump trucks, and generators.

Road closures
This project will require road closures on North Schmeer Road between North Vancouver Avenue and North Whitaker Road.
Detour routes will change as work progresses. Traffic signs and flaggers will direct travelers around the closure areas. Stay alert and use caution as traffic may suddenly slow or stop.
