The Administrative Review Committee reviews ratepayer requests for account adjustments, proposed account actions, and other disputes concerning water, sewer, and/or stormwater accounts.

The Administrative Review Committee reviews ratepayer requests for account adjustments, proposed account actions, and other disputes concerning water, sewer, and/or stormwater accounts. The purpose of the Committee is to review account issues that ratepayers have been unable to resolve with the bureaus’ Customer Services group. The Committee weighs policies, rates and special circumstances when reviewing an account. The Committee may accept the customer’s request, offer with an alternate remedy, or deny the appeal. Administrative Review Committee decisions are bureau decisions.

The Administrative Review Committee is made up of:

  • One representative from the Portland Water Bureau.
  • One representative from the Bureau of Environmental Services.
  • One member of the Portland Utility Board.

Meeting notes August 11, 2026 Administrative Review Committee meeting

ARC Members: Korya Ames (Portland Water Bureau), Eli Rosborough (Bureau of Environmental Services), Lauren Rosenkranz (Public Utility Board)

Staff: Alex Kurilenko (Portland Water Bureau, Customer Service)

First appeal heard: Customer requested a water and sewer adjustment for unexplained usage. The ARC found city code was followed and denied the adjustment request.

Second appeal heard: Customer requested further adjustment to the water and sewer charges on their bill. The ARC denied the request because the adjustment for a sewer affected leak was properly applied and no further adjustment could be provided.

Third appeal heard: Customer requested adjustment for meter that was not read for long period of time due to the meter being blocked. The ARC determined that the readings were correct and the meter functioned properly. ARC authorized a goodwill adjustment for some of the water and sewer charges in dispute.
