A 10-year project like the Bull Run Filtration Projects provides opportunities for many different types of outreach events, discussions, and engagement forums—both in-person and online. The list below represents some of the ways we are keeping the community informed and involved, starting in early 2017 and continuing today.

Aug. 5 – Installed a project information sign with a brochure box containing project information sheets at the Improved Corrosion Control Treatment project site. Also installed project information signs at the filtration facility site and Sandy River Station. 

July – Mailed postcards to 50+ closest neighbors of Improved Corrosion Control Treatment about project

July 16 – Hosted a BBQ&A at Dodge Park for more than 100 community members. Following the meeting, updated Frequently Asked Questions on the website.

June 24 – Hosted a community project information session at the Grange for more than 150 community members. Following the meeting, updated Frequently Asked Questions on the website.

May 31 Water Bureau Newsletter featuring Bull Run Treatment Projects Information 

May 19 – Distributed doorhangers providing notice about scheduled drilling and potential noise

May – Continued social media outreach to share general information on the projects, including creating a project overview video.

Mar. 26 – Hosted an informational session at our Sandy River Station for neighbors who live near the property and who had public easements on their property. About 15 to 20 neighbors attended the presentation, and a great after-meeting conversation was had with each neighbor.

Mar. 19 – Hosted an information session at our Sandy River Station for neighbors who live near our Lusted Hill facility on Cottrell Road (no one attended).

Feb. 21 - Water Bureau Newsletter featuring Bull Run Treatment Projects information 

Feb. – Sent an informational mailer and postcard to neighbors near our Lusted Hill facility and to neighbors with easements on their properties.

Feb. – Conducted public opinion research and focus groups to learn about people’s responses and attitudes to the project.

Jan.-April – Visited individually with the nursery leasing our facility site, Pleasant Home Water District, and other neighbors to learn about concerns and gather feedback to inform planning and design. A variety of emails were also exchanged regarding process.


2018 Outreach History

Dec. 12Portland City Council presentation. Council decided to locate the future filtration facility at the city-owned property in that area. We send emails to neighbors who had signed up informing them of public testimony opportunities. Local media provided updates.

Nov. 30 – Hosted a small information session to dive deeper into the details with adjacent neighbors. Nearly all adjacent neighbors attended.

Nov. 8 – Hosted a community forum with Commissioner Amanda Fritz, Water Bureau staff, and community partners. Requested emails to continue discussions with both adjacent neighbors and other community members in the project area.

Oct. – Sent a newsletter mailer on the project, timeline, and an invite to attend the Nov. 2018 community forum to adjacent neighbors and encouraged neighbors to bring other interested community members.

Sept. – Created project website and shared links in correspondence with neighbors

Aug. 22City Council meeting on filtration and treatment projects to authorize a contract with Brown and Caldwell for the Program Management and Support Services.

Aug. 14City Council Work Session on the filtration project key decisions

June 29 - Report to City Council

June - Annual Water Quality Report sent to 200,000 households providing information about the Bull Run Treatment Projects, including the filtration project.

April-June – NextDoor online public values survey received more than 1,700 responses

Jan. 4 – Mailed initial notification letter to adjacent neighbors of the future filtration facility site.


2017 Outreach History

Dec. 18 – Signed Bilateral Compliance Agreement with Oregon Health Authority requiring the filtration facility be in operation by September 30, 2027.
