City launches request for proposals for Veterans Memorials design ideas at the Rose Quarter

Interested parties are invited to submit proposals by 4 p.m. on May 7, 2026. This is the first of a two-part process to select a design team that will ultimately generate a schematic-level design for the Veterans Memorials at the Veterans Memorial Coliseum (VMC) on the Rose Quarter Campus.

The City of Portland seeks proposals that offer general design concept(s) to relocate the Veterans memorials to the plaza on the Rose Quarter Campus. Proposals should respond to the recommendations created by the Veterans Memorial Coliseum Renovation Memorials Project Advisory Group (Veterans Advisory Group) that convened in 2024 and provide a general direction forward that honors current community desires.

The previous panels honoring Portland-area veterans who gave their lives in service to our country were placed in storage in 2021 after they had fallen into disrepair. With recent renovations to the VMC, momentum has been growing to determine a future for the panels in a reimagined setting.

Proposing teams should include construction and technical feasibility advisors as they develop implementable design concepts. General design concept(s) for this first phase, which closes May 7 at 4 p.m., should be high-level only. All phases of submittals will include opportunities for public engagement and input.

The first round of submittals will be reviewed by an evaluation committee composed of veterans, community advocates and relevant City staff. Then, the shortlisted proposer(s) will be provided with small stipends to further refine their design concepts, and the evaluation committee will ultimately select the winning proposal.

Depending on availability of funding and viability of schematic-level design, the project may proceed into further design development; permitting and design review phases; and eventual construction.

An information session will be held on Tuesday, April 21, 2026, at 9 a.m. online via MS Teams.
