In 2026, the City of Portland, Multnomah County, the State, and our partners are exploring a major renovation to modernize the arena, strengthen its role as an economic engine, and ensure it remains a world‑class facility for decades to come.

- In August, City Council approved a non-binding term sheet with Rip City Management LLC and Trail Blazers Holdings, LLC., outlining the terms for Moda Center arena renovation, operating and lease agreements that will keep the Portland Trail Blazers playing in Portland for at least 20 more years.

2024 Agreement
From 1995-2024, the City owned most of the land at the Rose Quarter and some of the improvements including the Veterans Memorial Coliseum, two parking garages, and the public plaza areas, while Moda Center and the adjacent office/retail building were privately owned by Rip City Management, subject to the terms of a ground lease with the City.
In 2024, with the end of the original ground lease approaching, the City acquired the arena and the remaining privately owned land from the owners and entered into a new operating lease with Rip City Management and the Portland Trail Blazers.
The office/retail building adjacent to the arena remains privately owned and has a separate ground lease with the City. The Arena Operating Lease for Moda Center runs through October 11, 2030, with an option for a five-year extension.

History
The Moda Center opened October 12, 1995, known then as the Rose Garden. The arena was developed by the Portland Trail Blazers' owner Paul Allen, co-founder of Microsoft, as part of his vision to revitalize Portland's central city. This development was a public-private partnership, with the City providing the majority of the land for the arena and investing in public infrastructure development, including two parking garages and the public plaza.
In 2013, Moda Health secured naming rights to the venue and renamed it the Moda Center. The arena is now owned by the City and operated by Rip City Management. The Moda Center, along with the historic Veterans Memorial Coliseum, make up the two major venues on the Rose Quarter Campus. The arena hosts a variety of events, from Blazers and Fire basketball games to world-class concerts and major entertainment shows.
