Maintaining Mental Wellness During COVID-19 (pdf)
The Customer Service Desk at the Portland Building will be open to the public from 8 a.m. to 5 p.m., Monday through Friday (excluding federal holidays). Staff from the City’s 311 customer service program will be available to assist community members with City information, programs and services.
Community members can also contact 311 by phone at 311 or (503) 823-4000 or by email at 311@portlandoregon.gov with any questions about how to access City services. Staff are fluent in English, Spanish, Romanian and Tagalog, and have resources to assist community members in other languages.

How long should you quarantine?
Your quarantine period starts the day you were in close contact with someone with COVID-19. Close contact means spending at least 15 minutes or more within 6 feet of someone over the course of a day, with or without a mask.

- COVID-19 Reopening Safety Guidance (video): As businesses reopen, the City of Portland and Multnomah County Health Department have created videos to educate the community on how to stay safe and slow the spread of the COVID-19 virus. The videos are translated in more than 35 languages. Please help us to share this information.
- Safe Streets: The Portland Bureau of Transportation (PBOT) has started a new initiative called Safe Streets to respond to the Covid-19 public health crisis. PBOT will make temporary changes to city streets to give people more space to walk, bike, roll, do business, and get around in their neighborhood. Available in 9 languages.

Nutrition Assistance
Putting food on the table to feed your family does not have to be an added stress. Families and individuals who have experienced a loss of income due to the COVID-19 pandemic may be eligible for SNAP or WIC. Many local organizations and community partners also continue to operate at a high demand to ensure children, seniors and our most vulnerable neighbors are fed during this crisis.

State & Federal Resources
If you have lost your health insurance due to COVID-19, there are a number of different options depending on your circumstances. Those may include the following:
- Marketplace coverage through healthcare.oregon.gov
- Oregon Health Plan—OHP provides health care for low-income Oregonians.
- COBRA— When you lose job-based insurance, you may be offered COBRA continuation coverage by your former employer.
- State continuation— State continuation applies to those who have had continuous health coverage (not necessarily with the same employer) for at least three months before the date employment or coverage ended.
- Medicare— Medicare is for U.S. citizens 65 and older who meet residency requirements and some blind and disabled people younger than 65.
- Your previous employer decides to continue paying for employer-based coverage through a spouse’s insurance
Housing, Shelter & Utility Assistance
Coping with the existence of COVID-19 and how it has changed our daily lives is difficult enough. That’s why the City, County, State and federal government are all working to help provide relief for homeowners, renters and those experiencing homelessness.
Homeowners: Contact your mortgage servicer to determine whether or not your loan is backed by the Federal Government and to understand additional eligibility requirements. See the resources below for more information.
Renters: If you can demonstrate a substantial loss in income due to the COVID-19 pandemic you can defer your rent payments. Rent payments are not being forgiven, you will still be obligated to repay missed payments.

Utilities: Check with your utility company about late fee waivers:
- Internet | All local communication providers (CenturyLink, Comcast, Verizon, etc.) have signed up to waive late fees, open WiFi hotspots and not terminate service for next 60 days. Electric companies have suspended non-payment cancellations.

- Garbage | Service continues but pickup may be delayed depending on private garbage company staffing. Leave carts at the curb, if not picked up within 48 hours contact your hauler.You can set out extra bags of garbage for $5 per bag.
