When Is a Planting Permit Required?

  • Street TreesA permit is required to plant any tree in the City right-of-way, which is typically between the curb and sidewalk. 
  • Private Trees: No permit is required for planting a tree on private property.

Call Before You Dig

The Oregon utility notification locate center will mark the locations of underground utilities so the tree planting location can be determined. You can request a utility locate one of the following ways:

  • Call 811 or 503-246-6699 (local) or 1-800-332-2344 (toll free) 
  • Submit a request via the Dig Safely Oregon website
    • Only an owner of the property abutting the planting strip, or the owner's designee, may apply for a street tree planting permit. Once you have submitted a utility locate request, then request a free Street Tree Planting permit.
