Permanently Attaching Items to Street Trees Permit

Get a permit to permanently attach items to street trees. Below are several options for submitting and application including; by mail, and in person.

  1. Who needs a permit for this?

    A permit is required to permanently attach items to street trees.  Only the owner of the property along the planting strip, someone they assign, or a neighborhood business association may apply.

    Street trees are usually those between the sidewalk and the curb, and are trees in the public right of way.

    Permanently means for at least six months in a row.


    Temporary Attaching Ornamental Lights to Street Trees requires a different permit found here


    No permit is needed to attach items to trees on private property.

  2. Fill out permit application and Letter of Guarantee

  3. Bring in Materials

    Make sure to include:

    • Street Tree Attachment Permit Application
    • Letter of Guarantee
    • A check made out to "City of Portland"
      • You can find the cost on the Fee Schedule below
