Transportation Wallet: Parking Districts

The Transportation Wallet (in parking districts) is a collection of passes and credits for use on TriMet, Portland Streetcar, BIKETOWN e-bikes, and Lime and BIKETOWN e-scooters. Available to people who live or work in the Central Eastside or Northwest Parking Districts.

People who live or work* in the Central Eastside and Northwest Parking Districts are eligible to purchase a Transportation Wallet or trade in a parking permit in exchange for one at no cost. A Transportation Wallet is a one-time benefit per calendar year.

(*Work includes attending school, volunteering, regular use of a co-working space, and/or receiving employment services in either District).

This entire package is valued at $868!

If you choose to trade in your Zone M, G, or N Area Parking Permit you are eligible to apply for a free Transportation Wallet.

The address you provide must be a qualifying address that falls within the Central Eastside or Northwest Parking District boundaries (no exceptions). We will mail your package to this address, with the exception of people currently working from home or who cannot receive mail at their place of employment.

Income qualified-program

Do you live on a low-income or participate in any income assistance programs as a resident or employee of the Central Eastside or Northwest Parking Districts? If so, you are eligible to apply for a FREE Transportation Wallet: Access for All. 

People who qualify in these parking districts can choose from the following three options: 

Option 1: TriMet Honored Citizen 1-year pass (For individuals) 

Option 1 is a TriMet Honored Citizen 1-year pass

This option is available for income-qualified Access for All participants who either already have an Honored Citizen Hop card or plan to apply for TriMet’s reduced-fare Honored Citizen Hop card. People who qualify include:

  • Income qualified seniors 65 years or older
  • Income qualified people with a disability
  • Income qualified veterans or active duty military
  • People who qualify solely based on income

Option 2: All Modes (For individuals)

Option 2, All Modes includes a $200 for use on TriMet services, a BIKETOWN for All membership activation code, and a $75 on a prepaid card for transportation services. This Option is for individuals.

This option includes: 

  • $200 loaded to your TriMet Hop card
  • BIKETOWN for All Membership or Adaptive BIKETOWN access
  • $75 prepaid Visa card for transportation services

Option 3: All Modes (For households) 

Option 3, All Modes Household includes a $225-$300 for use on TriMet services, BIKETOWN for All membership activation codes for household members over the age of 16, and $100-$175 on a prepaid card for transportation services. This Option is for households (multiple people at one address).

This option includes 

  • $225-$300* loaded onto TriMet Hop cards 
  • BIKETOWN for All Membership or Adaptive BIKETOWN access
  • $100-$175* on a prepaid Visa card for transportation services

 *Depending on household size


New Residents to the Northwest Parking District

Did you recently move to the Northwest Parking District within the past 6 months? If so, and you decide to NOT apply for a Zone M parking permit, we will give you a free Transportation Wallet. Not sure if you qualify? Check your address above for eligibility. Note: Please ensure you are receiving mail at your new address to prevent returned mail. Sign up using the link below.

  • Receive one for FREE as a New Resident to the Northwest Parking District who doesn't apply for a parking permit. This program is only for new residents (within the last 6 months) in the Northwest Parking District.

  • Employers wanting to trade in eligible parking permits (Zones G, N, or M) can apply at portland.gov/zoneparking. Scroll midway down the page to search for "Business Employee Roster and Transportation Wallet Form" under your parking district zone.
