Transportation Wallet: Parking Districts

The Transportation Wallet in Parking Districts is a collection of passes and credits for use on TriMet, Portland Streetcar, BIKETOWN e-bikes, and Lime and BIKETOWN e-scooters. Available to people who live or work in the Central Eastside or Northwest Parking Districts.

The form will take 5-10 minutes to complete.

About

People who live or work in the Central Eastside and Northwest Parking Districts are eligible to purchase a Transportation Wallet for $99 or trade in a parking permit in exchange for one at no cost. A Transportation Wallet is a one-time benefit per eligible applicant per calendar year.

The 2026 Transportation Wallet comes with:  

  • $200 TriMet Hop card
  • Annual Portland Streetcar Pass
  • BIKETOWN Annual Membership*
  • $99 BIKETOWN e-bike credit
  • $30 in e-scooter credits

*(A BIKETOWN Annual Membership provides discounted rides on BIKETOWN e-bikes and BIKETOWN e-scooters, plus free unlocks. A $99 value).

Eligible applicants can purchase a Transportation Wallet for $99 with a valid credit card.

*Refer a Friend: Did you purchase a Transportation Wallet in the past 12 months? If you Refer a Friend to also purchase their own Transportation Wallet, we'll reward you with up to $100 worth of TriMet and BIKETOWN credits (up to 5 referrals). The person you refer must also be eligible for the program. This promotion is only valid with purchased Transportation Wallets. Give your name and email address to the person purchasing their Wallet and have them include it on the last page of the sign-up form using the link above. 

*Purchase Wallets for Employees: If you are an employer in one of the qualified parking districts, you can purchase Wallets for your employees. Send us an email for more information. 


Income-Qualified Program

Residents and employees in the Central Eastside and Northwest Parking Districts who live on low incomes can apply for an Income-qualified Parking District Transportation Wallet. Income verification comes from your proof of participation in an income-based program.

An offer in the Northwest Parking District for people who recently moved to the area and do not apply for a Zone M parking permit. Please do not apply for this program until you can receive mail at your new address.

Parking Permit Trade In

Current residential parking permit holders in the Central Eastside (Zones G & N) and Northwest (Zone M) Parking Districts are eligible to trade in permit(s) for free Transportation Wallet(s). Rules and restrictions apply.

Residential Permit Trade Wallet

  • Employers wanting to trade in eligible parking permits (Zones G, N, or M) can apply at portland.gov/zoneparking. Scroll midway down the page to search for "Business Employee Roster and Transportation Wallet Form" under your parking district zone. 
  • Important: Transportation Wallets acquired through permit trades must be redeemed in the same calendar year as the permit was traded. You cannot "carry over" unredeemed Wallets to the following calendar year.
