Eligibility
Eligible applicants are residents and employees in the Central Eastside and Northwest Parking Districts who live on low incomes.

Before You Apply
You will need to have the following things before you apply:
- A recent copy of your award, benefit, or other supporting documentation in one of the Eligible Income-Based Programs listed below. Documentation assistance available if needed.
- A digital copy of your documentation (photos are ok) you can attach to your application that includes:
-Your name
-Your address
-Be dated within the last 12 months
-Be legible and clear to read
- A TriMet Honored Citizen Hop Card*. If you don't have one you need to apply for one through TriMet first.
*If you are age 65 or older you can purchase an Honored Citizen Hop Card at these locations. Otherwise, you must apply for one through TriMet.
**If your Hop card is expiring within the next 6 months, please renew it with TriMet first before applying for an Income-qualified Parking District Transportation Wallet.
Eligible Income-Based Programs:
If you participate in any of the following programs, and you meet the address eligibility requirements, you may apply for an Income-qualified Parking District Transportation Wallet. Make sure your documentation includes:
- Your name
- Your address
- Be dated within the last 12 months
(ERDC) Employment-Related Daycare
A subsidy program that reduces the cost of daycare. This benefit is provided by the Oregon Employment Related Day Care program.
(HUD) Housing and Urban Development Subsidized Housing/Regulated Affordable Housing
Provide your benefit award letter or subsidized form.
(LIHEAP) Low-Income Home Energy Assistance Program
Assists households by applying for an energy assistance grant directly to the energy provider.
(OHP) Oregon Health Plan members; also known as Medicaid
Oregon's medical assistance program.
Pell Grant
Provide an award letter if you are a recipient of a Pell Grant.
Sewer, Stormwater, and Water financial assistance program (City of Portland)
This bill discount program for all eligible households receiving water and/or sanitary sewer service as a direct customer of the Portland Water Bureau or Bureau of Environmental Services.
(SSDI) Social Security Department Disability
Provide a copy of the Benefit Verification Letter or Award Letter from your Social Security Administration office.
(SNAP) Supplemental Nutrition Assistance Program
Provide a copy of your award letter.
(TA-DVS) Temporary Assistance for Domestic Violence Survivors
This program helps families experiencing domestic violence with moving costs and items to stay safe.
(TANF) Temporary Assistance for Needy Families
Provide a copy of your benefit award letter.
(WIC) Special Supplemental Nutrition Program for Women, Infants, and Children
WIC is for pregnant people, new and breastfeeding moms, and children under 5.

- You live or work in either the Central Eastside or Northwest Parking Districts
- You have verification of your participation in one of the income-based programs listed above
- You can upload your verification document (photos are ok) when you apply
- You have a TriMet Honored Citizen Hop Card
*Note: If you do not meet all four requirements, you are not eligible to apply for an Income-qualified Parking District Transportation Wallet.
