Label: Information
Get answers to frequently asked questions (FAQs) about PBOT's Transportation Wallet: Access for All program.

What is the Transportation Wallet: Access for All Program?

The Portland Bureau of Transportation's (PBOT) Transportation Wallet: Access for All program offers free transportation resources (funds or credits) to select Portlanders living on low-incomes. Access for All Wallets help people pay for transit (TriMet bus, MAX Light Rail, WES Commuter Rail and Portland Streetcar), e-bike & e-scooter-share, ride-share (Uber/Lyft), taxi services & more.

Who is eligible to participate?

Due to budget and other constraints, the Transportation Wallet: Access for All program is not open to the general public.

To be eligible, applicants must:

  • Be at least 18 years old;

  • Meet low-income criteria and

  • Be referred by a participating community-based organization

Is there a list of community-based organizations that participate in the program?

The Access for All program currently partners with a variety of community-based organizations (CBOs), each of which has a fixed number of Wallets to distribute each year. It is up to each CBO to identify who among their community members are most in need of the resource and how to allocate their limited number of Wallets. To respect this process, a list of partners is not currently open to the public.

How can organizations participate in the future?

The Access for All program currently partners with a select group of community-based originations (CBOs) for 2 -year increments. In the fall of 2024, a new cohort of CBOs were selected to participate in the program from 2025 through 2026.

A new selection process will open toward the end of 2026 to determine partnerships for 2027 and beyond. If you would like to be notified about future opportunities to become a partner, please email wallet@portlandoregon.gov and be sure to include:

  • Subject line: Interested future CBO

  • Your organization's name

  • A brief summary of your organization's mission

  • A link to your organization's website (if applicable)

Once the next selection process begins, the Access for All team will be sure to let you know how to get involved and apply.
