SE 14th and Bybee Crossing

Portland Bureau of Transportation (PBOT) will rebuild the southeast corner ADA ramp of SE 14th Avenue and Bybee Boulevard, realign the northbound travel lanes on SE 13th Avenue, and daylight parking to improve the crossing experience for people walking and biking.

What's happening now?

Remaining work includes the installation of two street lights: one on the southwest corner and another along SE Bybee Blvd to the east of the intersection. This work is expected to be completed before the end of 2025. 

Work completed by developer in Fall 2025:

  • Mark crosswalk and stripe 14th Avenue bike lane
  • Reconstruct corner ramps at 14th and Bybee and 14th and Glenwood to meet accessibility grade standards
  • Replant one street tree 

Work completed by PBOT in Summer 2025:

  • Installing reflective safety markers to the median island and updating striping on the east side of the SE 14th and Bybee intersection. 

Work completed by PBOT in Fall 2024: 

  • Installation of concrete traffic separator curbs and restriping traffic lanes along SE 13th Avenue and SE Bybee Boulevard.
  • Construction of the southeast corner curb ramp. 

Project background and description

The intersection of SE 14th Avenue and Bybee Boulevard has long been a concern of students and families attending nearby Llewellyn Elementary School, and of nearby residents. 

Members of the Llewellyn school community elevated these concerns during a 2017 Safe Routes to School outreach process. The intersection was added to a list of 1250+ locations across the city that serve as important connections for students and families on their walk or ride to school. Projects on the list are prioritized and built as funding becomes available.

The SE 14th and Bybee Crossing Project is a shared responsibility between PBOT and the developer of the new homes on the NE corner of the intersection. PBOT is planning to begin work in the summer of 2024.

Elements of projects planned for the intersection include:

  • concrete median island on the east leg  
  • marked crosswalk on the east leg
  • updated curb ramp compliant with the Americans with Disabilities Act (ADA) on the southeast corner
  • parking removal near the intersection for increased visibility
  • updated lane markings on the approach from SE 13th Avenue

Project funding

The Fixing Our Streets 10-cent citywide gas tax was approved by voters in May 2016 and again in May 2020. The Safe Routes to School program receives funds from Fixing Our Streets to improve access to schools across Portland.
