Latest Updates
(Updated October 12, 2026)
Construction began Monday, October 12th and is expected to last into May 2027.
Planned work during October:
October 12th - 16th
- Install erosion control and tree protection fencing
- Saw cutting to prep for stormwater work
- Property fence removals
- NE 102nd Ave at Shaver St: Begin installation of stormwater sump, sedimentation maintenance hole, and piping
- Portland Water Bureau finished relocating water meters
October 19th - 23rd
- Tree and vegetation removals
- Between NE 103rd and 105th Avenues: Install stormwater sump, sedimentation maintenance hole, and pipes at two locations
October 26th - 30th
- East of NE 105th Avenue: Install stormwater sump, sedimentation maintenance hole, and pipes
- Temporary paving at all stormwater locations between NE 102nd and 105th Avenues, site clean up
Expected traffic impacts during construction
Construction on NE Shaver Street will require block closures, detours, and lane reductions throughout the seven-month timeline. Traffic control can change regularly due to the variety of work taking place.
If possible, we recommend using other routes. Local access for residents will be maintained throughout construction.
Drive slowly, watch for students and people walking. Many Parkrose students and families use NE Shaver Street to access school on foot or by car. Thank you for driving cautiously, especially as darker fall conditions reduce visibility.

- Paving restoration and striping
Design
Planned project elements include:
- 6-foot wide sidewalk and 6-foot-wide furnishing zone (parking strip) on the south side of NE Shaver between NE 102nd and 112th avenues; 4-foot-wide furnishing zone between NE 112th and 115th avenues
- 6-inch curb between the sidewalk corridor and the street, matching the existing curb line between NE 112th and 115th avenues
- Paved driveway connections
- Curb ramps compliant with the Americans with Disabilities Act (ADA)
- Street trees planted in the furnishing zone, per Urban Forestry's Title 11 code
- New or updated stormwater systems to improve drainage and filter pollutants
Stormwater Management
We heard from Parkrose neighbors living on NE Shaver Street that drainage has increasingly become an issue, and pooling happens during heavy rains. The project will install new stormwater facilities, called sedimentation and sump maintenance holes, at eight locations in the project area. Learn more about sed/sumps and how they work.
Stormwater facilities will be installed along NE Shaver Street at the following locations:
Between NE 102nd and 105th avenues (3 sed/sumps)
Between NE 105th and 109th avenues (1 sed, 2 sumps)
NE 109th Avenue, south of Shaver Street (1 sed, 2 sumps)
Between NE 109th and 112th avenues (1 sed/sump)
NE 112th Avenue, south of Shaver Street (1 sump)
Stormwater pipes will also be installed near the intersections of NE 113th and 114th Avenues.
Trees on Shaver Street
As part of construction, the NE Shaver Project will be removing trees, preserving several large ones, and planting new ones along the street in the planting strip.
PBOT works with Urban Forestry to preserve and protect existing trees and increase tree density in neighborhoods. If tree removals are unavoidable, a project must plant new trees on or near the project site or pay a mitigation fee into the City of Portland Tree Planting and Preservation Fund. NE Shaver Street is home to many beautiful tree species. Our project team worked to protect as many possible.
One method of protecting larger trees and their root systems is by designing for sidewalks to "meander" around them. Our design engineer and Urban Forestry staff worked to designate where this type of treatment could support tree health while avoiding any major roots. Current design uses meandering at several locations along the project area.
A tree permitting inspector will also remain on call throughout construction, especially during excavation, to inspect tree protection measures and consult on specific tree and root pruning needs.
Reasons trees might be removed include being located near corners where specific slope grades are required for curb ramps to meet Americans with Disabilities Act (ADA) standards, in the path of the sidewalk, or larger trees where an anchor root was identified that would be impacted by excavation.
Street Parking
Once the curb and sidewalk are constructed between NE 102nd and 112th avenues, the pavement width will be wider than what exists today, allowing for on-street parallel parking to generally remain on the south side.
Parking will be removed in some sections to allow for TriMet and school bus turning movements, or at bus stop locations.
Background
This segment of NE Shaver Street was identified as an important connection for students and families attending Parkrose Middle and High Schools in the Parkrose School District. It is also a TriMet bus route. Walking routes and challenging connections were highlighted by school communities during a Safe Routes to School outreach process held throughout 2017.
You can read more about the planning process and see a map of citywide project locations and routes on the Safe Routes of School webpages.
