Project Updates
(Updated January 7, 2026) Project design is at the 95% milestone and a majority of properties requiring Temporary Construction Easements have signed and coordinated with the City's Right of Way team. Any property owners who haven't received an update from PBOT can expect a mailing in January.
Next steps for the project include reaching the 100%/Final Plan design milestone, and beginning the procurement process to obtain bids from interested contractors. This work will take place throughout the spring and into early summer. Construction is expected to begin this summer.
Project Design
Planned project elements include:
- 6-foot wide sidewalk and 6-foot-wide furnishing zone (parking strip) on the south side of NE Shaver between NE 102nd and 112th avenues; 4-foot-wide furnishing zone between NE 112th and 115th avenues
- 6-inch curb between the sidewalk corridor and the street, matching the existing curb line between NE 112th and 115th avenues
- Paved driveway connections
- Curb ramps compliant with the Americans with Disabilities Act (ADA)
- Street trees planted in the furnishing zone, per Urban Forestry's Title 11 code
- New or updated stormwater systems to improve drainage and filter pollutants
Street Parking
Once the curb and sidewalk are constructed between NE 102nd and 112th avenues, the pavement width will be wider than what exists today, allowing for on-street parallel parking to remain on the south side. Parking will be removed in some sections to allow for TriMet and school bus turning movements, or at bus stop locations.
Stormwater Management
We heard from Parkrose neighbors living on NE Shaver Street that drainage has increasingly become an issue, and pooling happens during heavy rains. The project will install 8 new stormwater facilities along Shaver, called sedimentation and sump maintenance holes. Learn more about sed/sumps and how they work.
Tree Protection & Planting
PBOT works with Urban Forestry to preserve and protect existing trees and increase tree density in neighborhoods. If tree removals are unavoidable, a project must plant new trees on or near the project site or pay a mitigation fee into the City of Portland Tree Planting and Preservation Fund.
NE Shaver Street is home to many old and beautiful species of trees. Our project team is working to protect as many of these trees possible.
One method of protecting larger trees and their root systems is by designing for sidewalks to “meander” around them. Our design engineer and Urban Forestry staff worked to designate where this type of treatment would support tree health. Meandering is generally used sparingly for the most substantial trees. Current design uses meandering at several locations along the project area.
Project Background
This segment of NE Shaver Street was identified as an important connection for students and families attending Parkrose Middle and High Schools in the Parkrose School District. It is also a TriMet bus route. Walking routes and challenging connections were highlighted by school communities during a Safe Routes to School outreach process held throughout 2017.

Project Funding
- $2 million (Grant funding from the Oregon Department of Transportation (ODOT) Safe Routes to School Competitive Infrastructure Grant program)
- $1,519,970 (Fixing Our Streets 10-cent gas tax program, including $500,000 local 20% grant match)
- $1,425,000 (Portland Clean Energy Community Benefits Fund, Sidewalks to Schools)
Total budget = $4,944,970
