High Crash Network Streets Methodology

The High Crash Network includes 30 streets. These are a composite of the top 20 high crash streets for driving, the top 20 for bicycling and the top 20 for walking. The analysis uses crash data from 2004 through 2013.

Streets marked as "High # of Driving Crashes" are those with the highest number of people killed or seriously injured in vehicles. Streets marked as having high numbers of bicycle or pedestrian crashes include those with the highest number of crashes, regardless of severity, for people on bikes and walking, respectively.

While the aim of Vision Zero is to eliminate deadly and serious injury crashes, we include all crashes for people biking and pedestrians because the difference between a minor injury and a serious injury to a person biking or pedestrian is often random and circumstantial.

The tables below identify the intersections in Portland with the highest numbers of reported collisions overall and for pedestrians and people biking from 2012 through 2016.

Rankings for the overall list reflect three metrics: total number of crashes, collision rate, and total value of collisions. Pedestrian and biking rankings are based on the total number of crashes, then by severity.

High Crash Network Intersections Methodology

High Crash Intersections reflect locations with the highest number of reported deadly and injury crashes in the five-year period from January 2012 through December 2016.

The overall list includes only deadly and injury crashes (property damage only crashes are excluded from the list). Intersections have been identified and prioritized by number, severity and frequency of deadly and injury crashes.

The lists for pedestrians and people biking includes the 20 intersections with the highest number of pedestrian crashes and the 20 intersections with the highest number of bicycle crashes. These lists include all pedestrian and bicycle crashes, including property damage only, since property damage only crashes involving pedestrians and bicycle riders are rare.

Overall List

Each intersection was ranked based on the three metrics below in the five-year period from 2012 to 2016. The rankings for each metric were added together and sorted in ascending order to create an index that ranks our high crash locations. Two High Crash Intersection Listings are provided, one sorted by ranking and one sorted alphabetically. There are 4 new locations on this year's list that we will evaluate for improvements.

  1. Number of Deadly and Injury Crashes: This is the number of deadly and injury crashes coded to an intersection within the five-year period from January 1, 2012 to December 31, 2016.
  2. Collision Rate: Number of crashes coded to an intersection are normalized by considering the number of cars traveling through the intersection. The calculation for the collision rate (collisions per million entering vehicles) is: Collision Rate = (Crashes/5 years) X (1 year/365 days) X (1/ADT*) X 1,000,000. Note: ADT (average daily traffic) is the number of vehicles entering the intersection daily.
  3. Severity of Crashes: Severity of crashes is represented by the total economic value of a crash, figured by assigning monetary value to the severity of crash related injuries. The value of each crash is figured by multiplying the number of crash related fatalities and/or injury types by the values below. The number of fatalities and injuries are sustained injuries, not number of crashes. Monetary values are obtained from the National Safety Council (2015.) Pedestrian and Bicycle Lists

Each intersection was ranked based on total number and severity of pedestrian-involved or bicycle-involved crashes. Due to limited data, collision rate is not included in the methodology. Intersections with the same number and severity of crashes share the same ranking.

This report is compiled from data supplied by the Oregon Department of Transportation, Transportation Safety Division, Crash Analysis and Reporting Unit, from records originally received by the Oregon Department of Motor Vehicles. Due to under-reporting of collisions, this list should not be considered to represent all collisions occurring at the intersections listed. The City of Portland, Bureau of Transportation analyzed the data and prepared the resulting report.
