The Portland Bureau of Transportation (PBOT) will oversee construction of a 10-foot concrete sidewalk for pedestrians and people biking on the west side of SE 174th Avenue between Stark and Main streets. Project includes new ADA-compliant curb ramps, marked crosswalks, and street trees.

What's Happening Now?

This project began construction the week of March 25, 2024 and is expected to last until the fall of 2024.

Full road closures will be in place on SE 174th Avenue between SE Stark and Alder streets from April 15-16
Northbound travel ONLY between SE Stark and Alder streets beginning Wednesday, April 17
East and westbound travel along SE Washington Court and SE Alder Street will be maintained

First phase project work includes the replacement of five sump maintenance holes (sumps) and their sedimentation maintenance holes (seds), under the roadway along SE 174th Avenue. Seds and sumps work together to filter out pollutants from storm water.

Project work in the first phase also includes relocating utility poles and preparations for laying curb between SE Stark and Main streets. Portlanders should expect lane reductions and intermittent road closures on SE 174^th Avenue during this first phase of construction, planned to last through June 2024.

Project Background and Description

The Portland Bureau of Transportation (PBOT) identified this segment of SE 174th Avenue as an important connection for students and families attending Alder Elementary School in the Reynolds School District. Members of the school community here highlighted the challenges walking and biking this corridor during a 2017 Safe Routes to School outreach process.

Here are the planned project elements:

10-foot concrete sidewalk and 6-inch curb on the west side of SE 174th Avenue that will connect to the end of the existing sidewalks just south of SE Stark Street.
3-foot planting strip with new street trees
4 new curb ramps that comply with the Americans with Disabilities Act (ADA) at SE 174th Avenue and Alder Street/Washington Court along with marked crosswalks on the north and south legs
1 new ADA-compliant curb ramp at the northwest corner of SE 174th Avenue and Main Street with marked crosswalks for all legs
Relocating 2 school zone beacons farther from the intersection of SE 174th Avenue and Alder Street to notify drivers of the crossing sooner.

Project Outreach

January 2024 Project Postcard mailed to 350 residents living near the project area.

March 2024 Flyer distributed to businesses and organizations on SE Stark near the project area.

Project Manager scheduled to attend Centennial Community Association meeting on April 4, 2024.

Project Funding

This project was made possible by funding from the Oregon Department of Transportation (ODOT) Safe Routes to School Competitive Infrastructure Grant. Portland's Safe Routes to School program received $2 million in grant funding to support this project.

PBOT is responsible for a 20% funding match, which was provided by the Fixing Our Streets 10-cent citywide gas tax approved by voters in May 2016 and again in May 2020. Safe Routes to School was allocated funding by Fixing Our Streets for school access improvements across Portland.
