Rose Lane Project progress and roll out status. What projects are built or on the way.

Rose Lane Project status as of March 2026, including many transit priority spot improvements:

  • 43 Projects Built (since mid-2019)
  • 13 Project in Design or Construction phase
  • 23 Projects in the Exploratory or Planning phase

These projects are displayed on the Rose Lane Project online interactive map. The map displays the location and status of various Rose Lane Projects and other transit priority quick build projects delivered through the PBOT Transit Priority Spot Improvement program. There are green halos around projects icons on the map that had a recent status change. This map is periodically updated with status changes and project information. Click on a project to view a pop-up box with more information and links.

“Rose Lanes” are transit routes where buses and streetcars get more priority on the road in congested areas. Not all Rose Lane projects are bus only lanes, or red lanes. In addition to various types of transit priority lanes, we are installing other improvements to help move buses, such as Transit Signal Priority (TSP), signal modifications, adding left turn pockets to get traffic out of the way, and better bus stops with curb extensions where buses can stop in lane. There are over 20 transit priority tools we can use to make transit faster and more reliable. In project development, we determine which treatments best address the needs and context in specific locations.

Rose Lane projects are made possible through a variety partnerships and programs, such as the regional Better Bus program and the PBOT-TriMet Transit Priority Spot Improvement program. Many projects are the result of collaboration, coordination, and funding contributions among PBOT, TriMet, Metro, ODOT, Portland Clean Energy Community Benefits Fund (PCEF) and others.

Projects Built since mid-2019 (Total: 43)

  1. SW Madison Street Bus/Bike Lane Project (5th Avenue – 1st Avenue) (Built in 2019 & 2020 addition 4th- 5th Ave) 
    • Bus-and-bike lane eastbound. Separate bus only lane and separate bike eastbound from lane 5th Ave to 4th Avenue. Protected shared bus-and-bike lane eastbound from 4thAvenue to 2ndAvenue. Prohibition of motor vehicle right turns at 3rd Avenue. Business Access and Transit (BAT) lane/Bus-and-turn lane and separate bike lane eastbound from 2nd Avenue to 1st Avenue. Achieved through parking removal. Maintained same number of general travel lanes.

  2. NW Everett Street Bus Lane Project (NW Broadway – 1st Avenue) (Built in 2019) 
    • Business Access and Transit (BAT) lane/Bus-and-turn lane eastbound. Achieved through lane conversion. 
    • Benefits bus lines: 4, 8, 16, 35, 44, 77
    • Delivered through Central City in Motion in partnership with TriMet Enhanced Transit/Better Bus program & Metro Regional ETC Pilot Program/Better Bus program.
  3. Burnside Bridge Bus Lane and Bike Lane Project (W 3rd Ave – E MLK Blvd) (Built in 2019) 
    • Dedicated Transit Only Lane in the eastbound direction only across the Burnside Bridge, from W 3rd to E MLK. Achieved through lane conversion. 
    • Benefits bus lines 20: Burnside, 12: Sandy, 19: Glisan
    • Delivered through Central City in Motion in partnership with Multnomah County, TriMet Enhanced Transit/Better Bus program & Metro Regional ETC Pilot Program/Better Bus program.
  4. NW 18th and 19th Avenues at NW Flanders Street temporary transit platforms  (Built in 2020) 
    • Transit platforms with bikes ramped up and over behind the bus loading platform at near-side on 18th Avenue and far-side on 19th Avenue. Platforms allow buses to stop in lane, minimize on-street parking removal and increase protection for cyclists. Rubber modular islands allow for faster implementation and testing of benefits. Spot Improvement.

  5. MLK Jr. Boulevard and Grand Avenue Transit Lane Improvements (SE Mill – NE Broadway) (Built in 2020) 
    • Business Access and Transit (BAT) lane on both MLK Jr Blvd (southbound) and Grand Ave (northbound). Through truck use allowed in Central Eastside, between SE Mill to E Burnside. Vehicle right turns and local access allowed in most blocks. Achieved through lane conversion of the right-most lane.
    • Benefits bus line 6: MLK Blvd and Streetcar A/B Loop.
    • Delivered through Central City in Motion in partnership with TriMet Enhanced Transit/Better Bus program and Metro Regional ETC Pilot Program/Better Bus program.
  6. Transit Mall North of Burnside: (Built in 2020) 
    • Signal upgrades along 5th Ave and 6th Ave, north of Burnside to Irving St, and re-route Line 17 from NW Broadway to Irving and the Transit Mall as a part of the NW Broadway Bus/Bike Lane improvements.
    • Benefits multiple bus lines traveling along the North Transit Mall: 2, 4, 8, 9, 17, 35, 44
    • Delivered through Central City in Motion and PBOT Transit Priority Spot Improvement Quick Build Program.
  7. NE 57th Avenue at NE Sandy/Alameda Street (Built in 2020) 
    • Turn pocket modification and relocate bus stop far side. Lengthen the left turn pockets in both direction on 57th Avenue, to reduce delays to buses and general traffic in the through lane. Achieved through parking removal. Spot Improvement.

  8. SE 52nd Avenue at SE Powell/Foster Road (Built in 2020) 
    • Extended left turn pockets at both Foster and Powell. Spot Improvement.

  9. NW 21st Avenue at NW Glisan Street (Built in 2020)

  10. N Greeley Avenue between N Killingsworth Street and N Holman Street (Built in 2020)

  11. NE Sandy Boulevard at NE Prescott Street (Built in 2020)

    • Additional modifications delivered in 2023-24: bus signal queue jump on SE Hawthorne at 11th Ave. NextGen Transit Signal Priority on SE Hawthorne Blvd and SE Madison St between SE Grand Ave and SE 12th Ave.

    • Business Access and Transit (BAT) lanes/Bus-and-turn lanes in both eastbound and westbound directions with Right turn except bus lanes approaching Cesar E Chavez Blvd. Bus lanes continue to far-side bus stops. Achieved through lane conversion of the right-most lanes. Signal detection/timing improvements throughout the corridor, and islands at some stops to prevent drivers from passing the bus. Bus Stop re-locations.

    • Delivered through Hawthorne Pave & Paint project in partnership with PBOT vision Zero, Quick Build Program and TriMet with an ODOT STIF Discretionary grant for Transit Priority Spot Improvements.

  20. W Burnside Street and 23rd Avenue (Built in 2021) 
  • Signal modification to shorten the cycle length and improved efficiency. Reduce signal cycle length by removing split-phased operation for 23rd and Vista, moving to a typical 8-phase operation with simultaneous left turns.

  1. SW Alder Street (18thAve/W Burnside Street - 2nd Avenue) (Built in 2022) 
    • Re-route line 15 eastbound from SW Salmon St to SW Alder St; protected shared bus-and-bike lane eastbound from 4th Ave to 2nd Ave. Five new bus stops on SW Alder St at SW 18th, 14th, 10th, 6th, and 2nd avenues. Installation of temporary asphalt curb extension transit platform at 6th and 10th avenues. New bus shelters at 2nd, 6th and 10th avenues. Achieved through parking removal. Maintained same number of general travel lanes. 
    • Modifications delivered in 2025: Allow right turning vehicles at intersection. Remove physical barriers from 4th Avenue to 3rd Avenue.

    • Delivered through Central City in Motion in partnership with PBOT Rose Lane Project, TriMet Enhanced Transit/Better Bus program and Metro Regional ETC Pilot Program/Better Bus program.
  2. NE Couch Street Bus and Bike Improvements (13th - 6th Avenues) (Built in 2022) 
    • Business Access and Transit (BAT)/Bus-and-turn lane westbound. A "right turn except bus" trap lane from 13th to 12th. Convert one westbound lane to BAT lane from 12th to 6th. Bikes allowed in BAT lane from 12th to 7th, with parking removed and a separated bike lane installed from 7th to 6th. 
    • Benefits bus lines 20: Burnside, 12: Sandy, 19: Glisan
    • Delivered through Central City in Motion in partnership with PBOT Rose Lane Project, TriMet Enhanced Transit/Better Bus program and Metro Regional ETC Pilot Program/Better Bus program.
  3. E Burnside Street at Gilham Avenue (Built in 2022)
    • Add turn pocket lane with right turn except bus lane westbound approaching intersection.

  4. NE Sandy Boulevard at 57th Ave/Alameda Street (Built in 2022) 
    • Reduce complexity of intersection. Changed NE Alameda Street from NE Sandy Boulevard to NE 56th Avenue to one-way westbound-only for auto traffic. The change removed the NE Alameda St signal phase from the complex 5-leg intersection at NE Sandy Blvd, giving more signal "green time" to NE Sandy Blvd and NE 57th Ave for transit and general traffic.

    • Delivered through the PBOT Rose Lane and Neighborhood Greenway Pilot Project at NE Sandy Blvd/Alameda St/57th Ave.
  5. N Whitaker Road (Schmeer Road - I-5 Freeway on-ramp) (Built in 2022) 
    • Shared bus-and-bike lane northbound from Hayden Meadows Drive to N Denver Ave and bike lane southbound from Schmeer Rd to Delta Park. Achieved through parking removal.

    • Delivered through PBOT Transit Priority Spot Improvement Quick Build Program in partnership with TriMet and an ODOT STIF Discretionary grant for Transit Priority Spot Improvements.
  6. N Vancouver Way at N Marine Drive (Built in 2022) 
    • Extend left turn pocket approaching Marine Way and provide mid-block crossing to serve new bus stop. Stripe crosswalks at east and south intersection legs.

    • Delivered through PBOT Transit Priority Spot Improvement Quick Build Program in partnership with TriMet and an ODOT STIF Discretionary grant for Transit Priority Spot Improvements.
  7. SW Capitol Highway (Bertha – Barbur Boulevards) (Built in 2022) 
    • Business Access and Transit (BAT)/ bus-and-turn lanes approaching SW Sunset Blvd from both east and west directions. Achieved through lane conversion. 
    • Added mitigation in April 2023: Posted speed limited reduced to 20 mph. Upgrade traffic signals allowing us to better coordinate signal timing to support traffic flow. New Wavetronix detection equipment and wireless communications along SW Capitol Hwy at Terwilliger Blvd., Sunset Blvd., Hillsdale Center (crossing), and Bertha Ct signalized intersections. Extended the pedestrian signal phase timing at Bertha Court. In July 2023: Minor striping and pavement marking modifications to invite/encourage drivers to enter the BAT lane sooner to turn into driveways for the Hillsdale Shopping Center.
    • Modifications in 2024: NextGen Transit Signal Priority (TSP) expansion to existing signalized intersections on SW Capitol Hwy in Hillsdale, from Terwilliger Blvd to Bertha Blvd. Signal controller upgrades and hardware installation. Signal programming, timing and testing. Installation of fiber communications to the signal at SW Capitol Hwy and Terwilliger Blvd. Installation of PTZ camera to the signal at SW Capitol Hwy and Sunset Blvd, to monitor Next-Gen TSP timing and make necessary adjustments remotely.

    • Convert outer third westbound travel lane to Business Access and Transit (BAT)/ Bus-and-turn lane from 52nd to Lafayette. Open back up to three lanes approaching 50thAve/Powell/Foster intersection. Bus-and-turn lane with left side bike box on approach to 52nd Ave.

  13. NE Cesar Chavez Boulevard & Glisan Street (Coe Circle) (Built in 2023)
    • Striping and signage changes to clarify movements.

  14. NE Sandy Boulevard (Cesar E Chavez Boulevard - 37th Avenue) (Built in 2024)
  • Extend Right Turn Lane westbound for cars approaching signal at 37th Ave/I-84 Fwy on-ramp, with parking removal. This reduces traffic (bound for the freeway on-ramp) backing up into the through lane used by buses.

  • Extend bus lane eastbound and add bus stop platform with the bike lane ramped up behind a step-out and boarding zone.

  • Delivered through Central City in Motion in partnership with PBOT Rose Lane Project, TriMet and Multnomah County.
  1. NW Vaughn Street (24th - 23rd Avenues) (Built in 2024) 
  1. SE 122nd Avenue transit stop platform at Mill Park. (Built in 2025)

    • Relocate southbound stop from SE Lincoln to the new 122nd Ave entrance of Mill Park, near the existing enhanced pedestrian crossing at SE Stephens St. Buses to stop in lane. Creates room for future TriMet shelter. Bicycle facility ramps up and over the platform behind a step-out zone.
    • Benefits bus line 73.
    • Delivered in partnership with PBOT Rose Lane Project, TriMet and the Portland Parks and Recreation (PP&R) project to improve Mill Park, abutting 122nd Ave.

     

  2. SE Hawthorne Boulevard NextGen TSP and signal modifications (16th-50th Avenues). (Built in 2025)
  • Expand Next Gen Transit Signal Priority (TSP).

  • NextGen Transit Signal Priority (TSP) refinements at existing signals along SE Division St, to benefit more bus lines routed along or intersecting with SE Division St in addition to the FX-2 line.

  • Convert one westbound lane to shared bike, bus and right turn lane.

  1. SW Fourth Avenue (Sheridan – Mill Streets) (Built in 2025)
  • Convert one northbound lane to a Business Access and Transit (BAT) lane, add a bus only signal at SW Caruthers Street, and add a bus stop island platform at SW Hall Street.

  1. NE 30th Ave & Alberta and NE 30th Ave & Killingsworth Transit Spot Improvements (Built in 2025) 
  • Relocate bus stop ID 14654 from NE 30th Avenue to around the corner on NE Alberta Street. On-street parking removal, bike corral removal and bike parking replacement, additional Do Not Block Bus Turns signage and striping to accommodate bus turns without conflicts and delay

  • Delivered through PBOT Transit Priority Spot Improvement Quick Build Program in partnership with PCEF and TriMet with an ODOT STIF Discretionary grant.
  1. SE Washington Street (80th - 92nd Avenues)(Built in 2025)
  • Upgraded existing eastbound Shared Bus & Bike lane from 80th Ave to 82nd Ave by adding a separate right turn lane and signal phase. Reconfigured some travel lanes to accommodate a bus lane and a protected bike lane from 82nd Avenue to 92nd Avenue.

  • Deliver through the Jade and Montavilla Multimodal Improvements Project with Federal ARPA funds, Metro Regional Flexible Funds, PBOT Transportation System Development Charge (TSDC) funds.

  1. 122nd Avenue NextGen TSP and signal modifications (NE Halsey Street – SE Foster Road).
    • Expand Next-Generation Transit Signal Priority (TSP). Upgrade signal communications, signal controllers and related equipment.

    • Create southbound shared Bus & Bike lane and Business Access and Transit (BAT) lane between bus stop ID 6610 to bus stop ID 6623, that is from the driveway to the Multnomah County Library north of NE Davis Street to farside of E Burnside Street. Right turns allowed from the lane at intersections. Create northbound shared Bus & Bike lane farside of E Burnside Street. Remove on-street parking.

  3. N Killingsworth Street at Vancouver and Williams Avenues Transit Spot Improvements
    • At N Vancouver Ave: Add left turn lanes and remove parking. At N Williams Ave eastbound: set back stop bar.

  5. N Greeley Avenue at Killingsworth Street Transit Spot Improvements. 
    • Add dedicated left turn only lanes in each direction on N Greeley Ave at the intersection with N Killingsworth St for all vehicles. Advance stops bars will provide more space in the intersection for bus turning movements. Remove two segments of existing curbside morning peak hour only (pro-time) bus lane along N Greeley Avenue for buses traveling in the southbound direction, between N Holman St and N Ainsworth St and between N Jessup St and Killingsworth St.
