**ALL** NEW and RENEWING companies must have submitted all requirements online before certification will be processed. New companies can take up to 60 days to process. Re-certifying companies must submit requirements at least 30 days before expiration or be subject to penalties.
NEMT Brokerages
In order to operate in the City of Portland, new NEMT companies must first secure a contract with the local brokerage. Portland contracts will be handled by Ride Connection.

Vehicle Information
ASE Vehicle Inspection Form
LPT Inspection form to be filled out by ASE or Blue Seal Certified mechanic for each vehicle. Not needed for vehicles manufactured in current calendar year or vehicles with less than 10,000 miles on odometer. Renewing companies do not need to submit form to City. One form per vehicle in fleet.
Executive Town Cars
List of make/model of vehicles approved by the Advisory Committee to operate as Executive Town Cars. Includes process to add vehicle(s) not currently on the list.

Vehicle Age Exemption (VAE)
A two-year VAE can be issued to specific vehicles over 10 years of age in the following categories: Scheduled Service, Reserved Luxury Vehicle Service, and Limited Passenger Transportation Service (LPT).

Background Check Instructions
EFFECTIVE JANUARY 27, 2020: ALL DRIVER CERTIFICATIONS AND APPLICATIONS/RENEWALS MUST BE DONE THROUGH THE FASTTRACK PORTAL.
PAPER CERTIFICATIONS AND APPLICATIONS WILL NO LONGER BE ACCEPTED.
Company Representatives/Owners: Please visit the FastTrack portal to claim your drivers.
Renewing Drivers: Please check your email for instructions on how to create your account and PIN.
New Drivers: Please visit the portal for instructions and to create an account and get 'claimed' by the company you are working for.

Driver Training Study Guide
New drivers or drivers changing company types only. Training must be passed before new permit is issued. Training can be taken at the relevant link below. If you do not have access to a computer, training can be taken in our office Monday-Friday 10am-3pm.
