Company Information

**ALL** NEW and RENEWING companies must have submitted all requirements online before certification will be processed. New companies can take up to 60 days to process.  Renewing companies must submit requirements at least 30 days before expiration or be subject to penalties.

Non-Emergency Medical Transportation (NEMT) Brokerages

In order to operate in the City of Portland, new NEMT companies must first secure a contract with the local brokerage. Portland contracts are handled by Ride Connection and First Transit, Inc.

Vehicle Information

ASE Vehicle Inspection Form

The Automotive Service Excellence (ASE) Inspection form must be filled out by an ASE or Blue Seal Certified mechanic for each vehicle in your fleet. Inspections are required if the vehicle is more than one year-old based on model year, has 10,000 miles or more on its odometer, or has the "check engine" light illuminated regardless of model year or mileage.


Executive Town Cars

Executive Town Car includes, but is not limited to, Luxury Conversion Vans, four-door sedan vehicles, and sport utility vehicles. All vehicles must be approved by the Director to be permitted as an Executive Town Car or Luxury Conversion Van.  *Restrictions apply- see requirements here: TRN-14.32 Administrative Rule for Private for-Hire Transportation- Executive Town Car Company Vehicle List.


Vehicle Age Exemption (VAE)

A two-year VAE may be issued to specific vehicles over 10 years of age in limited categories.  *Restrictions apply - see requirements here: TRN-14.28 - Administrative Rule for Private for-Hire Transportation - Vehicle Exemption.


Decal Replacement

Please visit our online portal to complete your request for a replacement decal.


Crash Report

Drivers are required to report crashes within 24 hours per City Code.

Background Check Instructions

Effective JANUARY 27, 2020, all driver certifications including new driver applications and driver renewal applications must be done through the online portal called FASTTRACK.

Paper certifications and applications are no longer accepted. 

Renewing Drivers: Please check your email for instructions on how to create your account and PIN.

New Drivers: Please visit the portal for instructions and to create an account and to be "claimed" by the company you are working for.

If you are a new driver or new to the industry and have not received a link to the test, you can take it below.

Company Representatives/Owners: Please visit the FastTrack portal to claim drivers.
