Notice of Seizure of an older red Century boat with no registration

An older red and white Century boat on a light blue trailer no registration was seized by the City of Portland Parking Enforcement Division on 3/11/2026 for being illegally parked near 3128 SE 24th Ave in Portland in violation of Portland City Code 16.20.170.  The Enforcement Agency seized the vessel in accordance with ORS 830.918 because the boat was considered an "Abandoned vessel" as defined in ORS 830.908 (1) and had been left without authorization on public or private land, the waters of this state, or any other water.

The enforcement agency proposes to demolish the vessel by reason of being an abandoned vessel, a derelict vessel, or both. To avoid the demolition of this vessel, it must be picked up by end of day on:

We have not identified the owner of this vessel. The owner must register the boat with the Oregon Marine Board, then pick up their boat from the tow lot within the time noted above, or the vessel will be vested to the City of Portland.  We are seeking information on the owner or owners of this boat.  You may immediately reclaim your vessel by presenting proof of ownership and paying the salvage, towing, and storage costs that have accrued so far.

To prevent disposal of the seized vessel, you must reclaim the vessel and pay all accrued costs prior to the date listed above. If the owner fails to reclaim the vessel prior to the date specified in this notice, the title of the vessel and all property within the vessel will vest with the City of Portland. The vessel will be destroyed, and the owner will remain liable for unpaid costs. The total cost of salvage, towing, storage, and disposal is estimated to be approximately $3,000, but the final cost may be higher or lower than this estimate.

An owner of a vessel may request a hearing under ORS 830.908 by submitting a request for hearing to the enforcement agency not more than 10 business days after the notice required by this section is given. The

request must indicate if the owner contends that the vessel is not abandoned or derelict or indicate such other specific grounds on which seizure of the vessel is challenged.

You may request an appeal before a Code Hearings Officer under the provisions of Portland City Code Chapter 16.30. To arrange a hearing, you must submit and appeal hearing request online no later than 10 business days after the date of this determination. Your request must include a description of what you believe makes this determination invalid along with copies of any evidence you wish to submit. You may file your appeal at the address below:
