What’s happening now?
The contractor is currently working on stormwater improvements at the intersection of NE Hancock and NE 102nd Avenue. This work has required a full closure of NE Hancock Street east of NE 102nd Avenue. This closure is anticipated to remain through the end of the month of April.
Construction of Intersection Improvements
PBOT is working with a contractor to enhance the crossings of NE 102nd Avenue and NE Morris, NE Thompson/Sacramento, and NE Hancock Streets. The enhancements will replace the existing temporary crossing island materials with concrete and upgrade curb ramps and stormwater management to improve accessibility.
These upgrades will also reduce maintenance costs and continue PBOT's commitment to improving safety and accessibility along and across this High Crash Network street.
Please expect occasional delays, and travel slowly and cautiously in work zones while observing detours and directions. Additionally, expect dust, noise, vibrations, and heavy equipment near the work zone.

Project Background
Work on NE 102nd Avenue has occurred in phases over the past five years. Phase 1 of the pilot included changing the road striping and installing flexible plastic posts for the segments of two-way protected bike lanes and to mark the pedestrian refuge islands. Phase 2 of the project added two new crossings and constructed permanent pedestrian islands, curb extensions, and curb ramps in the project area.
This nearly two-mile corridor is on Portland’s High Crash Network, which means it is one of the top 30 streets for crashes in the city. This corridor is surrounded by homes, businesses, community centers, and schools, including Prescott Elementary School and Mt. Hood Community College.

Project Funding
The project has a budget of ~$2 million, and is a combination of funding from Fixing our Streets, Transportation System Development Charges (TSDC's), Cannabis Tax, and funding from related projects, including sidewalk infill on NE 102nd Ave from I-84 to Sandy and the Bell and Tillamook Greenway.
