Apply for a free Zero-Emission Delivery Zone Permit

Permitted Zero-Emission Commercial Delivery Vehicles Only, All Hours, All Days
PBOT has opened free parking permits for commercial delivery companies operating zero-emission vehicles. You can now apply for a free parking permit during the six-month Zero-Emission Delivery Zone temporary demonstration project.

Per City Code 16.20.205, vehicles must be permitted to park in a regulated parking zone. There are two ways to obtain a permit:

  1. Digital permit – fill out application online and receive permit digitally within 1-2 business days.
  2. Paper permit – fill out application and receive permit in the mail roughly 2-4 weeks later.

Permits will be available for use from September 9, 2024, through March 31, 2025.

How do I apply?

Step 1: Confirm eligibility for parking permit

  • Eligibility: Must be a business that uses zero-emission commercial vehicles (e.g., battery electric or electric assisted cargo tricycles) for loading, unloading, and deliveries at locations within the Zero-Emission Delivery Zone.
  • How and where it can be used? Any zero-emission delivery vehicle bearing this permit may occupy spaces identified for “Permitted Zero-Emission Commercial Delivery Vehicles” only for not more than thirty (30) minute or as posted while actively making deliveries. Zero-emission delivery vehicles can still use other regular Commercial Truck Loading Zones. 
  • Can it be used for multiple vehicles? No, you must apply for a new free permit for each vehicle.  
  • Price: Free. 

Digital Permit

Step 2: Create online account and apply

  • Visit the Permits Dashboard.
  • Create a Parking Kitty account if you do not have one already.
  • Click the "Apply for a New Permit" and on the “Select a New Permit to get started” drop down menu, select “ZEDZ Pilot Project Permit.” 
  • Fill out the application and upload vehicle registration.
  • Read Permit Use and Conditions and finalize application. 

Step 3: Receive your permit

  • PBOT staff will review and either approve or request additional information.   
  • Once PBOT has verified your documents, they’ll issue an electronic permit to you 1 to 2 business days after confirmed verification.
