In 2023, the U.S. Department of Transportation awarded PBOT a SMART Grant to pilot a Zero-Emission Delivery Zone and use technology to better understand curb use. During a six-month demonstration, this pilot trialed incentives and regulations to encourage cleaner ways to deliver goods downtown.
PBOT has opened free parking permits for commercial delivery companies operating zero-emission vehicles. You can now apply for a free parking permit during the six-month Zero-Emission Delivery Zone temporary demonstration project.

As part of PBOT’s U.S. Department of Transportation SMART Grant, the City is testing parking camera sensors to understand the curb better. PBOT installed sensors from Automotus and Cleverciti to gather data on freight vehicles using the piloted loading zones.
