River District Master Street Plan 2020 Update

PBOT updated the River District Master Street Plan to support development of streets and pedestrian connections as a part of the USPS Masterplan proposal.

On April 22, 2020, City Council adopted updates to the River District Master Street Plan (Ordinance No. 189933).


The purpose of Master Street Plans is to increase the efficiency of the transportation system through increased street connectivity and a finer mesh of pedestrian and bikeways. A dense grid of streets helps spread local vehicle trips more evenly over the local street network and reduces congestion on the arterial system. Studies show that improved local street connectivity improves arterial system capacity by as much as 25 percent.

As properties are subdivided and developed, access needs are met primarily through new streets. The City’s local street network has grown over time, as outlying areas became more urbanized or older areas are redeveloped.Master Street Plans

Master Street Plans are a part of our Transportation System Plan and fulfill requirements of Oregon Administrative Rule for State Land Use Goal 12, Transportation, Section 660-012-0020.

Summary of Changes

Proposed changes to the 2018 River District Master Street Plan are as follows:

  • Modification of NW Kearny St classification from Pedestrian Connection to New Street, between NW 9th Ave and NW Station Way.
  • Removal of the unnamed frontage road west of NW Broadway St, from NE Station Way to Hoyt St.
  • Removal of NW Irving St pedestrian connection between NW Park Ave and NW 8th Ave. Access to and through these blocks will be developed as part of a future park master plan process.
