NW 21st & 23rd Intersection Enhancement Project

Background

Portland Bureau Of Transportation (PBOT) will
identify potential improvements at ten intersections along NW
21st Avenue and NW 23rd Avenue and help prioritize investment
opportunities, in coordination with the Bureau of Environmental Services (BES) Lower Northwest Sewer and Stormwater Project.

The BES project entails partial reconstruction of five side streets
(Johnson, Irving, Hoyt, Glisan and Flanders) that intersect NW 21st and
23rd avenues. The BES project provides an opportunity to implement some of the recommended intersection enhancements from the 2020 Northwest in Motion plan. The benefits of aligning the intersection enhancement work with the BES project include significantly lower costs for enhancements and the opportunity to combine construction timelines to reduce impacts on neighbors and businesses.

This project is funded, in part, through parking revenue from the Northwest Parking District. 

The project maps shows where the BES sewer project will take place and intersections that are part of the scope of this project along NW 21st and 23rd: Johnson, Irving, Hoyt, Glisan, and Flanders.

Project timeline

The planning and project development phase kicked off in February 2023 and will be completed in summer 2023 with final placemaking design concepts and cost estimates for the ten intersection enhancements. The project will include community engagement with neighbors and businesses, including a stakeholder workshop, an online survey, and door-to-door business outreach. The project will then move into design and construction is planned for 2025 and 2026.
