North Portland in Motion is the culmination of a multi-year planning process focused on understanding and addressing community identified transportation needs in the North Portland peninsula.

Plan Purpose

The Portland Bureau of Transportation’s (PBOT) North Portland in Motion plan identifies transportation needs and near-term investments to improve access to community destinations and to support walking, biking, and transit use in the North Portland peninsula. 

The purpose of the North Portland in Motion Plan is to address the transportation challenges faced by community members in all North Portland neighborhoods. In the course of the multi-year planning process, North Portland in Motion achieved three things:

  • Engaged deeply with North Portlanders to understand and document transportation needs and barriers to meeting daily mobility needs.
  • Identified a list of near-term projects and programs to improve conditions for walking, biking, and transit.
  • Built new relationships with community-based organizations to represent the diverse neighborhoods and communities within North Portland and lay the groundwork for improved relationship between said communities and the city government.

Plan Study Area

North Portland in Motion focused on the residential and commercial areas of North Portland west of Interstate 5. The North Portland in Motion study area is defined by both natural and human-made edges, including rivers, bluffs, highways, railroads, and industrial areas.


About this website

The North Portland in Motion plan includes multiple chapters, including an introduction, community engagement summary, a list of near-term prioritized project recommendations, a list of program and policy recommendations to be applied broadly and holistically through the peninsula, and an implementation and funding strategy.

This website includes separated pages for the recommended neighborhood greenways and corridor improvement projects, as well as a page dedicated to the policy and program recommendations. Included on each page are individual "cut sheets" for Tier 1 Recommended Projects and each individual program/policy recommendation.
