Research conducted via e-files, the Historical Oregonian, internet research, and support from the City of Portland Reference Archives show the evolution of modal committees over time for contextual understanding.

DRAFT reflects feedback on pros and cons of potential modal committee structures from a 10/25/23 workshop and Transportation Justice focus groups; identifies/ describes draft operational improvement areas from the feedback as well. Content is subject to refinement pending modal committee review.

Part 1 is a summary of peer city research and stakeholder interviews resulting in a description of issues and objectives and a problem statement from which Part 2 will address with process and structure alternatives and an exploration of the pros and cons of each.
