About the Green Loop Concept Plan

Green Loop Concept Plan is a planning effort to advance the design and implementation of the Green Loop - a 6-mile linear park and multiuse path connecting the Central City.

PLAN BACKGROUND & PURPOSE

Portland City Council adopted the vision for the Green Loop in 2018 as a strategy to improve health outcomes, support business districts, expand inclusive access to regional destinations, and support the growth of Portland’s Central City. This project is a collaborative effort among city bureaus who will bring the Green Loop vision to life.  

PROJECT GOALS

The Green Loop Concept Plan will:
  • Refresh and strengthen the shared vision for the Green Loop.
  • Explore how the Green Loop can support community goals around equity, local businesses, parks and public spaces, climate resilience, and more.
  • Confirm the Green Loop route, including possible temporary or alternative routes.
  • Develop design concepts that fit within typical Portland street widths.
  • Evaluate how the Green Loop might affect traffic and parking.
  • Identify specific projects with rough cost estimates for both temporary and permanent improvements.
  • Outline an approach for building the Green Loop over time.

Green Loop Concept Plan Project Area

 

The study area for Green Loop Concept Plan is defined by 1/4 mile around the preliminary route, from NE Tillamook St in the north, I-405 freeway to the west, Powell Blvd to the south, and SE 12th Ave on the east side. 

 


Green Loop Concept Plan Schedule

The project timeline is roughly two years, ending in the winter of 2026 with an anticipated final plan appearing before City Council in the early months of 2027. The project is currently focused on planning for public engagement and building technical understanding of the draft Green Loop alignment through mapping, existing conditions analysis, and review of previous plan documents. We will engage with the community through a Community Sounding Board, online survey, interviews, and multiple in-person and online events as part of a multiday design charette in Fall 2025.
