Community Engagement Process
A diverse group of residents and stakeholders representing 82nd Avenue provided input through open houses, interviews, focus groups, survey responses, and the Building a Better 82nd Community Advisory Group between fall of 2022 and 2024. Community members consistently cited the following key themes they believed should be the foundation of the future of 82nd Avenue:
- Safer: People feel safe where they live, work and play
- More Comfortable: People walking/rolling are more comfortable traveling the street, crossing the street, and accessing businesses on 82nd Avenue
- Tree-Rich Environment: The street includes more trees, shade, and vegetation
- Transit Street: Traveling 82nd Avenue by bus is safe, convenient, reliable, and comfortable
- Thriving: Businesses and neighborhoods connected by 82nd Avenue are thriving
- Equitable: Improvements are prioritized in areas with the greatest needs first
- Climate Responsive: Connected communities and neighborhoods offer multiple ways to get around, reducing driving trips

2027 – 2030 and Beyond: Planned and Identified Needs
After the first phase of construction is complete at the end of 2026, PBOT will continue to work toward addressing the following identified needs:
- Complete upgrading curb ramps to meet modern accessibility standards from NE Lombard to SE Clatsop (by 2030)
- Repaving remainder of NE/SE 82nd Avenue
- Complete the sidewalk network on 82nd Avenue
- Complete improvements to the bicycle network on streets parallel to 82nd Avenue and bike-safe crossings of 82nd Avenue at regular intervals
- Continue up update traffic signals with modern safety and traffic operation technology
- Safety improvements, corridor-wide
- Transit improvements, corridor-wide
- Pedestrian and bicycle crossings: constructing crossings in remaining locations that do not meet current City crossings spacing standards
- Solutions for local street challenges: continue to monitor travel patterns on local streets and make recommendations for improvements. Work with neighbors to develop solutions for unpaved roadways
2023 – 2026 Projects
The following projects were completed in 2023 or the first half of 2024.
- Signing and Striping Improvements:upgraded crosswalks to high-visibility crosswalks at 22 intersections, installed new green bike boxes on side streets at three intersections, and upgraded signs throughout the corridor to be larger and more visible
- Signal Timing Improvements:completed minor traffic signal upgrades at 18 intersections and updated signal timing along the 82nd Avenue corridor, improving safety for all travelers
