SE 82nd Avenue looking south toward SE Ash Street. The intersection features a new enhanced pedestrian crossing with flashing beacons, high-visibility crosswalks, a median island and trees, and upgraded ADA corner ramps. This month, PBOT activated the Rectangular Rapid Flashing Beacons (RRFBs) at this intersection and at the intersection of NE 82nd Avenue and Beech Street. Later this spring, contractors with PBOT will install permanent striping. 


Construction updates

Overview: March 31 – April 11

In the next two weeks, PBOT will have several active work zones along NE/SE 82nd Avenue and adjacent streets with lane closures and detours of side streets. Please travel safely around work zones and pay attention to all flaggers, detour signs, and traffic control devices.   

Details and traffic impacts:

  • NE Fremont – Signal foundation work at Fremont corners will require lane closures. Pedestrian routing will be in place around work zones. 
  • NE Russell to Thompson  – Underground sump installation on 82nd Avenue will require lane closures.
  • NE Tillamook – Underground sump installation will require the signal to be shut down and the intersection flagged. Tillamook east of 82nd Avenue will be closed Tuesday, April 1, and traffic will be detoured. 
  • NE Hancock – Underground sump installation on 82nd Avenue will require lane closures. 
  • SE Mill Street – Sidewalk construction on the north side of Mill  Street will require a lane closure. 
  • SE Harrison to Division – Inlet installations, sidewalk repair work, and trench resurfacing will require lane closures. Pedestrian routing will be in place on 82nd around work zones. Businesses will be open and accessible during construction.
  • SE 85th between Woodward Court and Brooklyn - Contractors will begin construction on an alternative driveway to create access to the east side of Fubonn Shopping Center from 85th Avenue. 
  • SE Raymond – Underground sump install will require a side street closure on SE Raymond through April 2. Vehicle traffic will be detoured. 
  • SE Mitchell to Foster – Underground sump installations will require lane closures on 82nd Avenue and a side street closure on Insley Street east of 82nd Avenue.  

In addition to the above worksites, sump testing will take place at various locations with brief lane closures.

Upcoming Tree and Landscaping Removals 

Heads up! Later this month, contractors with PBOT will begin removing some street trees and landscaping in the public right-of-way along NE/SE 82nd Avenue. The trees and landscaping that will be removed are either in conflict with upcoming improvements and/or are unlikely to survive construction impacts.  

PBOT will plant trees along new areas of sidewalk and in median islands. A total of 175 trees will be planted as a part of the project. Tree planting is done near the end of project construction, typically in the fall or winter, during the rainy season. We estimate that the 175 new trees on 82nd Avenue will be planted in the fall of 2026. Once the trees are planted, they will be maintained by contractors with PBOT on a regular schedule for a duration of five years, to ensure they are well established and able to thrive.  

Some of the types of trees that will be planted include:  

  • Planetree ‘Morton Circle’
  • Oaks (e.g., Oregon White Oak, Silverleaf Oak, Canyon Live Oak, Cork Oak)
  • Heritage River Birch
  • Incense Cedar
  • Ginkgo 'The President', Ginkgo ‘Magyar’
  • Willamette Valley Ponderosa Pine 

PBOT and partners at Urban Forestry selected a variety of trees that are resilient and drought tolerant, native to either the Pacific Northwest or Asia, and will grow to form a large canopy.  

The work is a part of PBOT’s 82nd Avenue Major Maintenance project, and the work is taking place along NE/SE 82nd Avenue from Fremont to Tillamook streets and SE Mill Street to Foster Road.

The Community Grants 2025 application period is now open! This fourth round of funding is strictly allocated for community-led projects and will distribute up to $67 million in grants. Apply through May 27, 2025.
