Overview of Proposed Improvements
The following maps present a range of proposed improvements for the Building a Better 82nd Avenue plan. These maps offer a comprehensive view of all proposed improvements, reflecting the full scope of funded and unfunded future possibilities.
These maps include projects that span a range of funding and time frames. The maps identify both projects that are currently underway, projects that are planned and will be prioritized based on available funding, and also longer-term visionary projects that currently lack identified funding sources.

PBOT’s Building a Better 82nd Avenue program includes construction projects to address safety and maintenance needs on 82nd Avenue between 2023 – 2026 and from 2027 – 2030 and beyond. Improvement projects are categorized by year below.
2024 – 2026 (Funded)
- Street lighting improvements from NE Lombard to SE Clatsop
- Repaving of over two miles of NE/SE 82nd (ODOT will repave an additional 1.65 miles)
- Tree planting in medians and along sidewalks
- Upgrading curb ramps to meet modern accessibility standards at all new crossings, traffic signals, and in areas of repaving
- Medians in select locations to address safety needs
- Sidewalk reconstruction in limited areas
- Storm water and drainage improvements
- Pedestrian and bicycle crossings in the following locations: NE Beech Street, NE Klickitat Street, NE Schuyler Street, NE Davis Street, SE Ash Street, SE Clinton Street, SE Tibbetts Street, SE Cooper Street (Delivered by ODOT), SE Knapp Street, SE Lafayette Street, SE Raymond Street, SE Ramona Street, SE Tolman Street, and SE Clatsop Street (Delivered by ODOT)
- Traffic Signals and modern safety and traffic operation technology at the following locations: NE Fremont Street, NE Siskiyou Street, NE Tillamook Street, NE Glisan Street, SE Harrison Street, SE Woodward Street, SE Schiller Street, and SE Lambert Street
2027 – 2030 and Beyond: Planned and Identified Needs
This plan identifies needs for 82nd Avenue from 2027 – 2030 and beyond. The following list includes identified needs:
- Complete upgrading curb ramps to meet modern accessibility standards from NE Lombard to SE Clatsop (by 2030)
- Repaving remaining miles of NE/SE 82nd
- Complete the sidewalk network on 82nd Avenue beginning with the areas of greatest need
- Plant trees along 82nd Avenue wherever feasible and continue to work with partners to increase tree canopy along side streets in the 82nd Avenue corridor
- Continue to update traffic signals with modern safety and traffic operation technology
- Safety improvements, corridor-wide, including intermittent medians where needed
- Transit improvements, corridor-wide
- Pedestrian and bicycle crossings: constructing crossings in areas that do not meet current City crossing spacing standards
- Solutions for local street challenges
- Complete improvements to the bicycle network on streets parallel to 82nd Avenue and bike-safe crossings of 82nd Avenue at regular intervals. Click below to learn more about the 82nd Avenue Bike Strategy.
Completed Projects
The following projects were completed in 2023 or the first half of 2024.
- Signing and Striping Improvements: upgraded crosswalks to high-visibility crosswalks at 22 intersections, installed new green bike boxes on side streets at three intersections, and upgraded signs throughout the corridor to be larger and more visible.
- Signal Technology Upgrades: completed minor traffic signal upgrades at 18 intersections, improved signal timing along the 82nd Avenue corridor, improving safety for all travelers.
