Outdoor Dining Small Business Support Program

Guide
The Portland Bureau of Transportation (PBOT) developed design guidelines for outdoor dining permits. To help small business owners adjust to new Outdoor Dining guidelines and support compliance PBOT has created a beneficiary program to distribute funding to eligible businesses.

About the Program

The Portland Bureau of Transportation (PBOT) has available funds from the American Rescue Plan Act of 2021 (ARPA).  During the 2024 permit cycle, PBOT will be making available beneficiary funds of $2,500 per Outdoor Dining permit while funds are available. Funds are intended to help small business owners adjust to new Outdoor Dining guidelines and to promote compliant structures. The beneficiary program is only available for year-round street seat installations, whether bringing an existing structure into compliance or building a new installation.

Applications will be accepted on a rolling basis.

Eligibility

  • Business must be physically located in the city of Portland.
  • Business must hold a year-round 2024 Outdoor Dining permit or a 2024 Provisional l Outdoor Dining permit. Sidewalk café permit holders and seasonal permit holders are not eligible for beneficiary funding.
  • Business must have 49 or fewer employees.
  • Business needs to be in compliance with design guidelines within 6 months of receiving small business support funds

Requirements for Payment

If you are selected for funding, you will be required to submit the below information to be set up in the city’s system as a vendor.

  • Complete and sign W9
  • Complete and sign ACH information form
  • Provide a voided check that matches your business name and account number that is listed on the ACH form

Tax Information

Please note that if you are selected as a beneficiary, we are required to issue Form 1099-MISC to you.

Payment Information

Upon receiving a 2024 Outdoor Dining permit or 2024 Provisional l Outdoor Dining permit and confirmation of approved status in the Small Business Support program, you will be required to establish a city vendor account through the city. Upon establishment as a city vendor, payment can take between 60-90 days.

Do I need to have a current Outdoor Dining permit to apply?

In order to be eligible to receive beneficiary funds, you must hold a 2024 Outdoor Dining permit or a 2024 Provisional  Outdoor Dining permit at the time of application.

What can funds be used for?

PBOT is not restricting your creativity when it comes to creating or remodeling year-round street seat installations. Whether you want to apply the funds to your first-ever structure, modify your existing structure, add safety features such as traffic control devices and planters, or just jazz it up by adding electric lighting and heating, it will be your decision how to best use the funds.
