PBOT Permit Software Update

The Portland Bureau of Transportation (PBOT) is currently in the process of updating its permitting software system.

As a reminder, the Portland Bureau of Transportation (PBOT) is currently in the process of updating its permitting software system. The initial phase involves transitioning the Utility Management division’s permits to the new platform, encompassing all Street Opening permits and Environmental Assessment permits. In the coming phases, we plan to incorporate additional permitting groups within PBOT. 

What’s Coming Up? 

  • PBOT teams are busy working behind the scenes to test the new software and prepare permit records for this change.
  • Training sessions and materials are being prepared to make this transition as smooth as possible for our applicants (you!).
  • The new permitting portal will help PBOT verify that individuals applying for permits on behalf of your organization are properly authorized.
  • Friday, May 30th (meeting invite will be sent soon): The project team will host an informational session to preview the new system and highlight upcoming process changes. A recording of the session will be made available afterward.

What We Need from You 

To ensure a seamless transition for your organization, please send us the name and email of a designated individual who is authorized to submit permit applications and approve others to do so on your organization’s behalf. If you haven’t already provided this information, please email it to pbotutilitypermits@portlandoregon.gov by Friday, May 23rd.

What You Can Expect from Us

We will follow up individually if we do not receive contact information for your designated individual. 

Key Dates

  • June 20 – Training materials and resources available on the Utility Management website
  • June 25 – Last day to submit permit applications via email
  • June 30 – Last day for permits to be issued via email
  • July 7 – New permitting portal projected to go live
