I-405 Loop Temporary Fee Waiver & 2 Top Table Pilot Program

The Street Activation Fee Waiver is available for qualifying Sidewalk Cafe applicants within the I-405 loop. As shown below, this area lies between the I-405 freeway and the Willamette River on the West side of Portland. The purpose of this limited fee waiver is to encourage continued and new activation of Sidewalk Cafes within the Downtown sector of Portland. This program is valid from July 1st, 2026, through June 30th, 2027. Businesses are eligible for one cycle.

Qualifications:

• The business must be located within the I-405 loop (qualifying area is outlined in green)
• The business must have only Sidewalk Cafe Seating in order to qualify for a full fee waiver. A combination of Street Seat and Sidewalk Cafe will only have a portion* of the fees waived.

*NOTE: If you have a combination of a Street Seat AND Sidewalk Seating, ONLY the linear footage Usage Fee will be waived. Business owners will still need to pay for the Street Seat Fee, Permit Fee and Insurance Review Fees.

Requirements for Sidewalk Cafe Permit fee waiver remain the same as the current Outdoor Dining Program:

• A completed Property Owner Consent form
• Updated insurance documents that meet the City's requirements

What is being waived for Sidewalk Cafe Permit only?

• $350 Permit Fee
• $10 per linear foot Usage Fee
• $57 Insurance Review Fee
• $450 (New applicants) Application Fee

What is being waived for Combination Permit?

• $10 per linear food Usage Fee

2 Top Table Pilot Program

PBOT is piloting this program in the I-405 loop which will not require a PBOT permit if you follow these requirements:

• Must be insured
• Must adhere to the 2 Top table Design Requirements
• Two-top table seating is required in the frontage zone only. (See example below)
