Speed reduction on neighborhood cut-through routes

Information
The 10-cent local gas tax known as Fixing Our Streets includes funding for reducing speeds on neighborhood streets with high speeds and high traffic volumes. The Portland Bureau of Transportation (PBOT) focuses on projects in areas with a PBOT Equity Matrix score of 7 or higher.

UPDATED: What is happening now?

  • 2024 projects constructed include: SE Harold, 92nd to 122nd and NE 139th, NE Glisan to SE Stark.
  • NE San Rafael, 125th to 138th was completed in spring 2025. Post project evaluation will take place in summer/fall 2025.
  • SW Broadway Drive is complete. Post project evaluation will take place in early 2026.
  • Traffic chicane pilot projects on SE 62nd and NE 119th avenues are awaiting construction, targeted for summer 2025.
  • New projects for 2025 and 2026 construction are in design. They include NE Prescott (NE 105th to 121stPl), NE 174th (SE Haig to SE Marie), NE Rose Parkway (NE Fremont to NE 141st), NE Knott (NE 21st to NE 33rd), SE Steele (SE 28th to SE 41st), SE Harold (SE 122nd to SE 136th). SW 45th at SW Carson and Marigold Trail Crossing.

This is a map showing projects to reduce speed on neighborhood cut-through routes.  It shows the locations for speed bumps, speed cushions and other traffic calming projects on streets throughout the city. PBOT understands that this map is not accessible for users of assistive technology. How were the projects chosen?

PBOT developed an evaluation matrix combining traffic operations like automobile speeds and volumes, policy considerations like priority safe routes to school corridors, and neighborhood impacts using PBOT's Equity Matrix. Streets with the highest speeds and traffic volumes in areas of highest needs were prioritized.

Funding is from the Fixing Our Streets program.

Program highlights

NE 119th Avenue Traffic Chicane project

Traffic chicanes are coming NE 119th Ave in spring or summer 2025. Traffic chicanes help slow vehicles by requiring people driving to navigate the street more cautiously. PBOT has received speeding complaints from residents on NE 119th and the traffic chicanes are expected to reduce speeds.

The traffic chicanes are installed using more temporary materials. The pilot project's goal is to determine if chicanes can reduce speeds more cost-effectively on narrow streets compared to speed bumps. Other streets in the pilot are SE 62nd and SW Burlingame avenues. 

Traffic speed data is collected both before and after implementation to determine impacts to the street. SW Burlingame Ave is the first location in the pilot project.

The traffic chicane pilot project aims to reduce speeds more cost-effectively than speed bumps on narrow streets.

Why traffic calming on NE 119th Avenue?

NE 119th Avenue is near Sacramento Elementary school. Nearby streets have traffic calming speed bumps. This project aims to lower speeds similarly to other streets and cost less than a typical speed bump project.

SE 62nd Traffic Chicane project
