In the summer of 2025, PBOT will repave NE Broadway as part of our ongoing commitment to maintaining our transportation system. Ahead of this scheduled maintenance project, PBOT is exploring ways to change the layout of the street to be a safer, more vibrant, and more welcoming streetscape.

What is a Pave and Paint Project? 

A scheduled maintenance repaving project provides an opportunity to consider changes to how space is laid out between the curbs to improve safety, access, and support a vibrant main street on NE Broadway. We want to use this opportunity to consider an improved future streetscape and put the street back better than the way it was before.

Pave and Paint projects are limited in scope, budget, and timeline.  They seek to focus investments on lower-cost, yet high-benefit safety improvements. Types of changes within scope include striping changes to the roadway, floating curb extensions or median islands, ADA accessibility improvements (including at transit stops). Generally these projects try to avoid major changes to curb location, stormwater impacts, and major signal work.

These projects draw from a limited funding source and have to make judicious use of limited funds. Despite these limitations, they can 'claim space' in the right-of-way for future major capital projects.

This project will result in an updated streetscape for NE Broadway that prioritizes more space for people walking, biking, and for business activation. The project will include a new striping plan for NE Broadway and a bundle of lower-cost improvements along the corridor.

Project Funding & Scope

This project will need to focus on lower-cost investments on Broadway. With a limited budget, we’ll need to make strategic and thoughtful investments along the corridor. 

This project has a limited budget of approximately $500K for safety improvements beyond the baseline maintenance and accessibility work. Funding for this project comes from the City of Portland voter-approved Fixing Our Streets program.

The recommended design shared in this online open house programs all of the funds available at this time for this project. The project team acknowledges that there is broad interest in larger scale investments in the future of NE Broadway that are outside of the budget and scope of this Pave and Paint project.

The team believes this recommended design optimizes resources available at this moment in time and sets up the corridor for future upgrades and investments.
