What’s happening now?

Design work has begun and is currently at 30%. A concept design is being developed to illustrate the proposed changes. 

Project Background

Portland City Council approved this local improvement district on November 20, 2024.

Project Components

 

  • New traffic signal at the NE 11th Avenue & Columbia Blvd. intersection
  • Realign the west driveway of the Oregon Humane Society to align with NE 11th Avenue.
  • Build new sidewalk on NE Columbia Blvd. west of NE 11th Avenue
  • Build new sidewalk on the west side of NE 11th Avenue between NE Baldwin Street and NE Columbia Blvd.
  • Relocate water and sanitary sewer services from NE Baldwin Street, NE Russet Street, and NE 10th Avenue to NE 11th Avenue and to NE Columbia Blvd. to enable the abandonment of public utilities south of NE Columbia Blvd. and west of NE 11th Avenue.

Project Funding

$4,727,500 in LID funding, $123,000 in PBOT HVUT2 funding, $40,000 in BES funding, and $456,000 in PWB funding.
