This Local Improvement District (LID) will construct street, sidewalk, stormwater, sanitary sewer, water main and railroad grade crossing improvements on portions of N Richmond Avenue, N Burlington Avenue, N John Avenue, N Crawford Street and N Decatur Street.

Survey is pending. We are working to hire a consultant to perform the design. Construction will occur in multiple phases with dates to be determined.

Portland City Council approved this local improvement district Efiles - Search Results (portlandoregon.gov) on July 17th, 2024.

Project Components

Map shows improvements to the N Richmond Ave and N Crawford St area
  • Full reconstruction of N Richmond Avenue from concrete to asphalt and narrowing the curb-to-curb width, relocating and replacing the existing water main, and building new curbs and sidewalks, and build new grade crossing improvements at the Union Pacific Railroad tracks.
  • Full reconstruction of N Crawford Street and building new curbs and sidewalks.
  • Build new sidewalk on the east side of N Burlington Avenue and build new grade crossing improvements at the Union Pacific Railroad tracks.
  • Build a new street on N John Avenue with curbs on both sides
  • Build a new street on N Decatur Street with curbs on both sides.

Project Funding

$15,726,500 with most funding provided through the LID with overhead costs funded by the Portland Bureau of Transportation; however the LID funding will be reduced when the street vacation of N Charleston Avenue is complete.
