What’s happening now?
4-10-25 Update: Phase II Paving Continuing
PBOT began the second phase of paving on SW Fourth Avenue on Thursday, March 20. Crews are working to complete paving work on the east side lanes of SW Fourth Avenue between SW Lincoln and SW Harrison.
Weather permitting, this phase of paving is expected to be completed by 6 a.m. on Monday, April 21. During construction last week, crews identified a section of the roadway base requiring additional stabilization fronting the Jacobs Center. As a result, the eastern most lane of SW 4th Avenue is remains closed at Lincoln at this time.
One lane of SW Fourth Avenue remains open during construction, but travelers should continue to expect delays, especially during peak commute hours. On-street parking near the work zone is restricted. Access for pedestrians, cyclists, and vehicles will continue to be maintained.
Ongoing Closure:
- Exit 1B (Fourth Avenue Exit) from I-405 northbound remains closed, with traffic detoured to Exit 1C (Sixth Avenue Exit). The exit ramp will reopen at 6 a.m. on Monday, April 21.
Additional Construction Activities:
- Crews will continue ADA ramp upgrades and infrastructure installation for new streetlights at the intersections of SW Fourth and Madison, SW Fourth and Main and SW 4th and Salmon. This work may be noisy at times and supports upcoming paving phases scheduled later this summer.
Please travel carefully in work zones and follow all detours and instructions from flaggers. As always, schedules are weather dependent and may change.
Schedule
Construction started in May 2024. PBOT expects the full project to be completed by the end of 2025.
Project Components
- Repave SW Fourth Avenue from Lincoln to W Burnside streets
- Safer crosswalks and curb ramps that comply with the Americans with Disabilities Act (ADA) from Lincoln to W Burnside streets
- A protected bike lane along the westside of SW Fourth Avenue from Caruthers to W Burnside streets.
- A business access and transit (BAT) lane between Sheridan and Mill streets. BAT lanes give priority to buses and people turning into driveways or cross streets.
- A bus stop platform at SW Fourth Avenue and Hall Street
- A new traffic signal at SW Fourth Avenue and College Street
- Updated streetlights between Sheridan and W Burnside streets
- Improve existing traffic signals at the intersections of SW Hall, Taylor, Sheridan, Caruthers, Lincoln, Montgomery, Market, Clay, Jefferson, and W Burnside streets

Funding
This $21 million project is funded by the voter-approved 10-cent gas tax known as Fixing Our Streets, maintenance funds, as well as transportation system development charges, with additional contributions from Prosper Portland and TriMet.
