5-7-25 Update: Third Phase of Paving on SW 4th Avenue Begins Friday, May 9
The Portland Bureau of Transportation (PBOT) will begin the third phase of paving on SW 4th Avenue this Friday, May 9. This phase will repave SW 4th Avenue between SW Harrison and Market Streets.
Construction will begin at 5 p.m. on Friday, with a full closure of SW 4th Avenue between Harrison and Market starting at 8 p.m. The street is scheduled to reopen by 5 a.m. on Sunday, May 11, in time for Mother’s Day.
During this phase of work, contractors will grind the top layer of existing pavement and repave the street with new asphalt. Crews will work overnight Friday and Saturday to minimize daytime disruptions. Nearby residents and businesses can expect nighttime construction noise on May 9 and May 10.
Traffic Detours – Starting 8 p.m. Friday, May 9 through 5 a.m. Sunday, May 11
Northbound travelers on SW 4th Avenue approaching SW Harrison will be detoured to Naito Parkway via Harrison. To return to 4th Avenue, turn left on Clay from Naito, then right onto SW 4th. Sidewalks will remain open. Public transit riders should check TriMet.org for service updates.
Please travel carefully in work zones and follow all detours and instructions from flaggers. As always, schedules are weather dependent and may change.
Schedule
Construction started in May 2024. PBOT expects the full project to be completed by the end of 2025.
Project Components
- Repave SW Fourth Avenue from Lincoln to W Burnside streets
- Safer crosswalks and curb ramps that comply with the Americans with Disabilities Act (ADA) from Lincoln to W Burnside streets
- A protected bike lane along the westside of SW Fourth Avenue from Caruthers to W Burnside streets.
- A business access and transit (BAT) lane between Sheridan and Mill streets. BAT lanes give priority to buses and people turning into driveways or cross streets.
- A bus stop platform at SW Fourth Avenue and Hall Street
- A new traffic signal at SW Fourth Avenue and College Street
- Updated streetlights between Sheridan and W Burnside streets
- Improve existing traffic signals at the intersections of SW Hall, Taylor, Sheridan, Caruthers, Lincoln, Montgomery, Market, Clay, Jefferson, and W Burnside streets

Funding
This $21 million project is funded by the voter-approved 10-cent gas tax known as Fixing Our Streets, maintenance funds, as well as transportation system development charges, with additional contributions from Prosper Portland and TriMet.
