Upcoming Construction 

Construction is anticipated to begin in October 2024. Construction will likely be split into two phases due to the change in weather. Warm and dry conditions are needed to stripe crosswalks and apply green paint onto the street.

  • Construction Phase 1 (October-November 2024): Improvements for people walking

    During October-November 2024, PBOT will construct new curb ramps at SE 52nd Avenue and SE Gladstone. 

  • Phase 2 (April-June 2025): Improvements for people biking

    During April-May 2025, PBOT will stripe crosswalks, stripe crossing for bikes, install green paint for the two-way bike path, install the concrete separators, and install the no parking signs.


Project Description

Design and implement pedestrian and cycling upgrades along SE 52nd Avenue to make crossing SE 52nd Avenue safer. The crossing improvement will help pedestrians and cyclists connect on the Gladstone Neighborhood Greenway. 

Pedestrian Improvements

  • Curb ramps at the intersection of SE Gladstone St and SE 52nd Ave, a total of 6 ramps
  • Two crosswalks at the intersection of SE Gladstone St and SE 52nd Ave
  • Upgraded street lighting at the intersection of SE 52nd Ave and SE Gladstone St

Cycling Improvements

  • Buffered bike lane on the east side of SE 52nd Ave from SE Gladstone St to SE Gladstone St
  • Two-way cycle track 
    • On the east side of SE 52nd Ave
    • On the south side of SE Center St
  • Install concrete curb separators to protect the bike lane on 
    • On the east side of SE 52nd Ave from SE Gladstone St to SE Center St 
    • One the west side of SE 52nd Ave
    • On the south side of SE Center St 
  • Bike crossings at the intersection of SE Gladstone St and SE 52nd Ave

Project Background 

This improvement was identified as a gap in the existing Gladstone/Center Neighborhood Greenway. Neighborhood greenways are low-traffic and low-speed streets where we give priority to people walking, bicycling, and rolling. Neighborhood greenways form the backbone of the city’s Safe Routes to School network and connect neighborhoods, parks, schools, and business districts.

Project Goals

  • Create an accessible pedestrian crossing that meets Americans with Disabilities Act requirements.
  • Create a safer crossing for people walking and rolling between SE Gladstone and SE Center Streets across SE 52nd Avenue.

Project Impacts

Parking Removal

There will be approximately 300 feet of parking removed on the west side of SE 52nd Avenue and 30 feet of parking removed on the south side of SE Center Street.

Tree Removal

Three trees will be removed, on the east side of 52nd Ave, during construction so PBOT can install 2 new mid-curb ramps for the news crossings.

Restriction of East Bound Vehicle Travel on SE Center Street at SE 52nd Avenue

The project will restrict left and right turns onto SE Center Street from SE 52nd Avenue. The turn restrictions allow people biking westbound on SE Center Street to safely access the new two-way bike facility on SE 52nd Avenue.

The turn restrictions allow the project to retain the most amount of on-street parking for the neighborhood. People who live on SE Center Street can still use the street in both directions. In addition, there are no turn restrictions from SE Center Street onto SE 52nd Avenue.

The project will be restricting eastbound vehicles from turning onto SE Center St from SE 52nd Ave

Project Timeline

2023: Public Outreach- Letters sent to impacted properties and property owners

Spring 2024: 30% Design
Summer 2024: Public Outreach- Letters sent to impacted properties and property owners. Postcards sent to the neighborhood and neighborhood association.
Fall 2024: Final Design. Door-to-door outreach to impacted residents on SE 52nd Avenue.
Fall 2024- Spring 2025: Construction


Public Outreach and Involvement

2023
  • Letters: Project notification letters sent to immediately adjacent properties, residents, and businesses 
2024

March

  • Letters: Sent letters about upcoming parking removal on SE Center St to impacted residents and homeowners on SE Center St and the Creston-Kenilworth Neighborhood Association (126 letters)
  • Meeting: PBOT met with the Creston Elementary Bike Bus to discuss their current bike route and project design.

June

  • Letters: Sent letters to impacted residents and homeowners about parking removal on the west side of SE 52nd Avenue due to installing a buffered bike lane (15 letters)

August

  • Postcards: Project notification postcards sent to neighborhood alerting them of upcoming changes (2,000 postcards).
  • Notified Neighborhood Associations: Contacted Creston-Kenilworth and Foster-Powell Neighborhood Associations to notify them of the upcoming project.

September

  • Door-to-Door Outreach: Conducted outreach to impacted residents on 52nd Avenue to offer project yard signs and discuss project impacts.

Project Funding

This project is funded by Fixing Our Streets program with a $300,000 budget.
